On Wednesday, August 13, 2025, the 2nd Regional Logistics Base (2. RBLog) published information on the launch of tender procedures for the conclusion of multi-year contracts for sea cargo transport services and air passenger transport services.
The first procedure concerns the conclusion of a framework agreement for the provision of international sea cargo transport services to the Armed Forces for the period 2025–2032, which has been divided into two parts: transport within the customs territory of the European Union and transport outside it. The deadline for submitting requests to participate is September 12, 2025, at 8:00 a.m. The contract is to be valid for seven years, until August 12, 2032.
The previous contract in this area was concluded in December 2018 with a consortium of freight forwarding companies, Kuehne + Nagel Sp. z o.o. and DSV Air & Sea Sp. z o.o., and was valued at PLN 512.25 million. Earlier, such services were contracted from the U.S. Navy’s Military Sealift Command (MSC), which has vessels adapted for transporting containerized cargo, roll-on/roll-off (RO/RO) ships, and other logistical support vessels. This arrangement was due to the lack of dedicated vessels within the Polish Navy’s structure.

The second procedure concerns the conclusion of an implementation contract for the provision of international air passenger transport services for the Armed Forces. The deadline for submitting requests is August 18, 2025, at 11:00 a.m.
Under this procedure, bids may only be submitted by contractors with whom the contracting authority has concluded a framework agreement and who have been invited to submit offers.
The previous tender for a six-year contract in this area was announced on November 30, 2020. It was settled on March 23, 2021, when three contractors were selected with a total budget of over 242.5 million PLN:
- The Enter Air–Polfrost consortium – for transport services over distances of up to 6,000 km and from 6,000 to 15,000 km, for a maximum amount of 94.369 million PLN.
- LOT Polish Airlines – for transport over distances of up to 6,000 km, for a maximum amount of nearly 54 million PLN.
- DSV Air & Sea Sp. z o.o. – for performing both tasks (up to 6,000 km and from 6,000 to 15,000 km) for a maximum amount of 94.369 million PLN.
