On Monday, June 22, 2026, three key documents enabling the establishment of a new, large, and powerful defense sector entity – Wielkopolskie Zakłady Pancerne Hipolita Cegielskiego in Poznań – were signed at the Voivodeship Office in Poznań. To this end, a Letter of Intent regarding the establishment of Wielkopolskie Zakłady Pancerne Hipolita Cegielskiego in Poznań, a Social Agreement – Pact for H. Cegielski – Poznań, and a Letter of Intent – H. Cegielski-Poznań Creditors’ Agreement were signed.

(Hipolit Cegielski, after whom the plant is named, was a prominent mid-19th century Polish industrialist and social activist during the era of the Partitions of Poland – translator’s note)

The signing ceremony was attended by, among others, representatives of HCP trade union organizations, Minister of State Assets Wojciech Balczun, Secretary of State at the Chancellery of the Prime Minister and government spokesperson Adam Szłapka, Undersecretary of State at the Ministry of State Assets Konrad Gołota, Second Deputy Governor of Greater Poland Voivodeship Jarosław Maciejewski, President of the Management Board of the Industrial Development Agency (ARP) Daniel Ryczek, Vice President of the Management Board of ARP Marek Zaleśny, President of the Management Board of H. Cegielski Plants, and President of the Management Board and Director General of the Military Automotive Works (WZM) in Poznań Grzegorz Szkaradek, as well as President of the Management Board of the Polish Armaments Group (PGZ) Adam Leszkiewicz.

Wielkopolskie Zakłady Pancerne Hipolita Cegielskiego is the answer to years of discussion about the future of Cegielski. We are opening a new chapter for Poznań, creating development prospects, guaranteeing jobs, and building a strong entity for Polish security,” said Minister of State Assets Wojciech Balczun.

Minister Adam Szłapka, Secretary of State at the Chancellery of the Prime Minister and government spokesperson, who was present at the ceremony, emphasized:

This is a historic moment. Not only for Wielkopolskie Zakłady Pancerne Hipolita Cegielskiego, but for Cegielski itself, for Poznań, and for Greater Poland. This is a story of tradition, the future, and agreement. Because it is at Cegielski that what is most precious in Poznań has been concentrated for generations – diligence, entrepreneurship, and responsibility to the community.

Deputy Minister of State Assets Konrad Gołota noted:

We are building something that is meant to last for years – wisely, responsibly, and on solid foundations. I thank all those who worked over the past months to make this project a reality. These were difficult and lengthy negotiations. We are opening a new chapter.

The parties to the Letter of Intent regarding the establishment of Wielkopolskie Zakłady Pancerne Hipolita Cegielskiego in Poznań (WZPHC) are the Military Automotive Works (WZM), H. Cegielski – Poznań, Stomil-Poznań (in liquidation), the Industrial Development Agency (ARP), and the Polish Armaments Group.

In the Letter of Intent, the parties expressed their intention to cooperate in establishing Wielkopolskie Zakłady Pancerne Hipolita Cegielskiego in Poznań. The purpose of establishing WZPHC is to combine HCP’s production competencies with WZM’s service and repair competencies, and to achieve a synergy effect that will allow for the maintenance and development of market position in the face of dynamically growing competition. Through the merger of WZM and HCP, the “H. Cegielski” brand will also be preserved and the proud industrial heritage associated with the founder of the plants, Hipolit Cegielski, as well as the traditions and achievements of the Cegielski plants, will be continued. The foundation for building Wielkopolskie Zakłady Pancerne Hipolita Cegielskiego in Poznań is the merger of the Military Automotive Works with H. Cegielski – Poznań. Following the merger, WZM would be renamed Wielkopolskie Zakłady Pancerne Hipolita Cegielskiego in Poznań.

The signing of Monday’s agreements, through the integration of the potential of Greater Poland’s defense companies and the synergy effect achieved, will enable the establishment of Wielkopolskie Zakłady Pancerne Hipolita Cegielskiego in Poznań – a powerful defense sector entity that is an important element of the state security system. The ‘H. Cegielski’ brand – so important economically and historically for Poznań and Greater Poland – will thus also be preserved. The merged entity means new jobs, and thus a strengthening of the industrial potential, product offering, and competitiveness of the PGZ Group,” emphasized President of the Management Board of the Polish Armaments Group Adam Leszkiewicz.

The second document signed was the “Social Agreement – Pact for H. Cegielski – Poznań”. Its signatories are the social partners (representatives of five trade unions operating at HCP), HCP, WZM, and PGZ. The Social Agreement is an element of the dialogue conducted with the social partners. It aims to confirm the intentions and plans of PGZ and HCP regarding the Company, and to assure the social partners of their participation in consultations on actions taken regarding the Company.

The Social Agreement also stipulates that HCP undertakes, until the merger with WZM, to maintain current employment levels. Provision has also been made – if necessary – for the use of a Voluntary Departure Program mechanism, and for the subsequent agreement on any changes to the functioning of this program. The continuation of the existing Company Collective Labor Agreement in its current form was also stipulated. Furthermore, in accordance with the provisions of the Social Agreement, the parties will consult on the business strategy and development plans of WZPHC.

During Monday’s ceremony, a Letter of Intent – H. Cegielski-Poznań Creditors’ Agreement was also signed. Its parties are PGZ and ARP Operator. The purpose of the letter is to agree on a common course of action enabling the implementation of restructuring measures at HCP.

Prior to the signing of the letters of intent and agreements, Minister of State Assets Wojciech Balczun, Deputy Minister Konrad Gołota, and PGZ President Adam Leszkiewicz laid flowers at the commemorative plaque honoring Cegielski workers and the events of the Poznań June 1956 at the main gate of HCP.
