On Thursday, September 24, 2026, the 1st Regional Logistics Base (1. RBLog.) in Wałcz announced the signing of an implementation contract worth PLN 4,724,127.29 gross with Fabryka Broni “Łucznik”-Radom, part of the Polish Armaments Group (PGZ), for the supply of technical materiel and conversion kits for UTM (Ultimate Training Munition) MMR (Man-Marker Round) cartridges for small arms. Deliveries are to be completed by November 30 this year.

The tender procedure had been conducted on an accelerated basis since July 16 this year, with price as the sole bid evaluation criterion (100%). Details concerning the subject of the procurement and the bid evaluation criteria were included in the Terms of Reference, which, together with the description of the subject of the contract, was provided to the contractors invited to submit bids.
One bid was received, from Fabryka Broni “Łucznik”-Radom.
The purpose of the procurement is to supply technical materiel and conversion kits for UTM ammunition for small arms. These are required by maintenance and repair units to carry out repairs and scheduled servicing of small arms, as well as to adapt weapons for personnel training using UTM ammunition.
Because the prospective contractor had to secure supplies of specialized production materials and because the contracting authority required the delivery to be covered by a quality assurance process conducted by the Armament Agency, it was necessary to conclude the contract as quickly as possible. This required the use of shortened deadlines under the procedure carried out in accordance with the Public Procurement Law.
This is another implementation contract awarded in 2026 under the five-year framework agreement No. 19/W/2024 concluded on May 29, 2024. Previous implementation contracts in this matter were signed on July 6 for 17,607,915.16 PLN gross, January 22, 2026 for 683,078.32 PLN gross, September 9, 2025 for 998,929.54 PLN gross, July 16, 2025 for 6,264,635.39 PLN gross, and April 7, 2025 for 424,031.63 PLN gross. In 2024, two contracts were signed, on July 17 and October 19, worth 9,645,235.05 PLN gross and 3,846,191.06 PLN gross, respectively.
UTM ammunition is intended to enable realistic force-on-force training. Live firearms are converted to fire projectiles that are safe for training use and contain capsules filled with marking compound. The point of impact is marked with a colored spot. A person who is hit may at most suffer slight discoloration on exposed skin. However, eye protection and protection for other vulnerable areas must still be used when firing this type of ammunition. Face and neck protection is typically worn during such training.
