EOGS is intended to become the European Commission’s primary solution for providing EU member states with independent access to satellite data for defense purposes. The 1 million EUR contract is being carried out under the European Space Agency’s (ESA) new European Resilience from Space for Earth Observation Programme (ERS-EO).

Under the PERSEO project, GMV’s Polish and Spanish subsidiaries will develop an end-to-end simulator. It will serve as a key tool for designing, building, and implementing the EOGS system, providing a comprehensive environment for assessing its operational performance and developing the target architecture. Among all ESA member states, Poland is making the largest contribution to the implementation of the ERS-EO program.
The solution will make it possible to analyze service levels, test different operational strategies, define key performance indicators, and assess future system configurations. Comparisons between individual variants will take into account real-world operational constraints and the diversity of national, commercial, and European assets used. Development of the simulator through successive, increasingly advanced versions will allow it to be gradually validated and used by ESA as a key tool supporting architecture and definition work.
Engineers in Poland will be responsible for developing individual software modules and integrating them. The next stage will involve testing the system for correct operation and compliance with the specified requirements. They will also be tasked with developing a prototype of the future simulator. In addition, they will provide training in the use of the tool and prepare users to conduct simulations and analyses.

The involvement of specialists from Poland shows that the knowledge and skills we are developing can be applied to solutions of strategic importance to Europe. It is also an important project from the perspective of the development of Poland’s domestic space sector and its participation in international missions,” emphasized Paweł Wojtkiewicz, Space Sector Director at GMV in Poland.
During the project, the simulator will be progressively developed and adapted to the needs of the future system. Each successive version will incorporate increasingly advanced functions, enabling more accurate modeling of future configurations and forecasting of service performance. The simulation results will provide data supporting decisions on the further development and optimization of EOGS. Work will continue through December 2028.

ERS-EO is a European program implemented by the European Space Agency and the European Commission. Its purpose is to prepare and accelerate the development of European technologies for governmental Earth observation.
