On Thursday, September 24, 2026, Wojskowe Zakłady Łączności Nr 1 (WZŁ-1) in Zegrze, part of the Polish Armaments Group (PGZ), announced on LinkedIn that it had completed the implementation and acceptance of Stage XIII of the main contract for Mobile Communications Centers (MCCs). The acceptance process was carried out with the participation of representatives of the Armament Agency, the principal contracting authority.

The scope of the completed stage included, among other things:
- delivery of the Multi A-Kit, providing data transmission relay between a sensor (radar) and the IBCS Integrated Battle Command System;
- delivery of MCC simulators reproducing the operation of the Mobile Communications Center for training purposes and integration with other external systems;
- delivery of Bystra Radar Simulators reproducing the operation of the radar used for target detection and designation in short-range air defense systems;
- delivery of items included in the logistics package;
- handover of training package items to the user;
- preparation of a report on the establishment of the required capability.
At the same time, WZŁ-1 is continuing to fulfill further obligations under the Main Contract and is preparing for acceptance of the next stage, which will include the delivery of additional ZDPSR Bystra simulators.
As a reminder, on December 30, 2025, WZŁ-1 handed over the first Mobile Communications Centers to the Armament Agency under a contract signed on November 30, 2021, with the then Armament Inspectorate.
The Armament Inspectorate of the Polish Ministry of National Defence, now the Armament Agency, signed a contract worth approximately PLN 233 million gross with WZŁ-1 for the development and delivery of four Mobile Communications Centers (MCC1). On December 17 of the same year, WZŁ-1 signed a contract with Germany’s SMAG (Salzgitter Maschinenbau Group), based in Salzgitter, Lower Saxony, for the supply of antenna masts. On January 13, 2023, it was reported that H. Cegielski-Poznań had delivered the base frame for the antenna mast of the first MCC set.
On October 18, 2023, WZŁ-1 reported that at the end of September representatives of the contracting authority had accepted the first stage of the project, confirming that the formal documentation requirements were consistent with the adopted technical assumptions. A series of tests and trials was then carried out, confirming that the manufactured system met the contracting authority’s requirements.
The MCC project draws on both the latest solutions in transmission systems, ICT, and mast design, as well as WZŁ-1’s many years of experience gained, among other things, during the development of Mobile Digital Communications Nodes (RWŁC). The project also opened up new opportunities for cooperation and development across the PGZ Group, strengthening domestic capabilities in modern military communications systems.
At the 31st International Defence Industry Exhibition MSPO 2023 in Kielce, the Mobile Communications Center received a DEFENDER Award as an original product featuring an innovative technical solution.
On May 30 this year, 56 Mobile Communications Centers were ordered under the SAFE program for the Narew air defense program.
MCC
The MCC Mobile Communications Center is an advanced, modern mobile communications shelter based on the Jelcz P112.57 vehicle, equipped with a lattice mast and integrated ICT systems. It provides high-quality, reliable voice and data communications while automatically compensating for changing signal propagation conditions. The system offers a high degree of energy autonomy based on the vehicle’s electrical system, redundant generator sets, and auxiliary engine-driven power systems. Thanks to extensive automation, including unattended deployment of the antenna mast, the MCC can achieve operational readiness rapidly.
Mobile Communications Centers can serve as access points to wired and wireless networks, establish point-to-point, point-to-multipoint, and full-mesh connections, and operate with systems used by the Polish Armed Forces and NATO member states. Mobility and off-road capability are provided by a specially adapted five-axle chassis, while crew protection is ensured by a certified armored cab.
The MCCs were designed in accordance with Polish Armed Forces requirements and serve as a key interface between the IBCS command-and-control system and national command systems. They meet the demanding standards of the modern battlefield, ensuring interoperability and full adaptation to a network-centric operational environment. Through their production, WZŁ-1 provides the Polish Armed Forces with modern and reliable solutions for air and missile defense, as well as command-and-control and communications systems.
The project was carried out in cooperation with key Polish Armaments Group companies, including Jelcz, OBR CTM, PIT-Radwar, WZE, and OBRUM, as well as with Poland’s private sector. It is an example of effective cooperation supporting the development of modern technologies in Poland.
