The deadline for submitting applications for admission to the tender proceeding was September 22, 2025. Three bids were received:
- PGZ Stocznia Wojenna of Gdynia, for 20,869,410 PLN gross (comprising: base order: 17,908,800 PLN + option right: 2,960,610 PLN); after adding repositioning costs to Gdynia (50,968.40 PLN), the gross bid price for the purposes of bid selection amounts to 20,920,378.40 PLN – scoring 90.00 points in the criterion of warranty period for completed works covered by the order: 36 months – scoring 10 points, making this bid the highest-scoring among non-rejected bids, i.e. 100 points.
- Net Marine Power Service of Szczecin, for 30,990,000 PLN gross (comprising: base order: 27,667,000 PLN + option right: 3,323,000 PLN), plus repositioning costs to Szczecin: 604,340.80 PLN, totaling 31,594,340.80 PLN (59.60 points); warranty 12 months (3.34 points) – total 62.94 points.
- Stocznia Remontowa Nauta of Gdynia, for 44,154,180 PLN gross (comprising: base order: 35,608,500 PLN + option right: 8,545,680 PLN), plus repositioning costs to Gdynia: 50,968.40 PLN, totaling 44,205,148.40 PLN (42.60 points); warranty 36 months (10 points) – total 52.60 points.
The PGZ Stocznia Wojenna bid was selected on December 23, 2025. However, one of the competitors filed an appeal against the contracting authority’s decision with the National Appeals Chamber (KIO), and on March 5 of this year the December decision was reversed. However, on the same day the original contractor’s bid was re-selected after the KIO rejected the complaint. In practice, this caused a delay in the signing of the contract, which was ultimately signed on May 20, with a completion deadline of 90 days. The vessel is scheduled to enter dry dock on June 22 of this year, weather permitting.
It is worth noting that on July 1, 2025, the Military Port Command in Gdynia concluded a tender proceeding for the repair of two 76mm Mk 75 L/62 naval guns mounted on both Oliver Hazard Perry class frigates. The contract will be executed by a consortium of Megmar Logistic & Consulting of Kutno and Leonardo Poland of Warsaw (part of the Italian Leonardo group) for 3,994,548 PLN.
As for the Pułaski, the previous dry-dock repair and modernization of the vessel took place from December 2014 to June 2018, under a contract dated November 4, 2013, with the US government valued at 34 million USD. Under its terms, Polish subcontractors carried out the replacement, overhaul, and modernization of various shipboard systems and equipment:
- in the sensor group: the weapons control system; the air surveillance radar; the electronic intelligence system; the hull-mounted sonar; the Link-16 data transmission system; the ship’s internal communications;
- in the effector group: the SM-1 surface-to-air missile launcher; the MK-75 naval universal gun; the decoy launchers;
- in the electromechanical systems group: the main propulsion system including the controllable pitch propeller mechanism; the ship’s power plant; the ship’s damage control system; auxiliary systems and mechanisms;
- shipboard IT systems supporting vessel operations.
As a result, the vessel was intended to remain in service until 2025; however, given current circumstances, the retirement of both OHP frigates will begin with the entry into service of the first of three Wicher-class frigates being built under the Miecznik program, which is expected in 2030. Hence the next planned dry-dock repair.
