On Tuesday, June 30, 2026, the Moldovan Ministry of Defence announced that it has signed an agreement with the Estonian Centre for Defence Investments (Riigi Kaitseinvesteeringute Keskus, also known by its English acronym EDCI) for the delivery of over 100 Roshel Defence Solutions Senator 4×4 MRAP multipurpose wheeled armored vehicles from funds of the EU’s EPF (European Peace Facility) program.

The agreement is part of a 2022-2025 aid package aimed at strengthening the mobility and transport capabilities of the Armed Forces of Moldova (Forțele Armate ale Republicii Moldova), implemented with European Union support under the European Peace Facility (EPF) program.
The total cost of the project exceeds 50 million EUR and is being implemented under a non-repayable European grant. The procured vehicles are to be delivered by May 2027.
During a meeting with representatives of the company implementing the project, Moldovan Minister of Defence Anatolie Nosatîi thanked them for their openness and commitment, emphasizing the importance of the European Union’s consistent support for strengthening the defense capabilities of the Republic of Moldova.
“A modern and strong National Army means peace and security for the country, and the European Union continues to support us on this path, including through the European Peace Facility. This acquisition will contribute to modernizing the training process, increasing the interoperability of forces, strengthening institutional resilience, and gradual alignment with European standards. It is yet another essential step toward modernizing the defense sector and a clear signal of the EU’s commitment to the security and stability of our country,” said Minister Nosatîi.
It is worth noting that the vehicles were delivered to the Moldovan police last year.
This will nonetheless be another acquisition as part of the country’s armed forces modernization. In November 2025, a previously unknown procurement was revealed – the acquisition of 155mm/L52 ATMOS 2000 (Autonomous Truck Mounted howitzer System) wheeled howitzers on an armored-cab Tatra 6×6 truck chassis, manufactured by Israeli company Elbit Systems.
Previously, from the aforementioned EPF program funds, deliveries included a single VERA-NG passive radar system with a range of up to 400 km, in 2023 Germany completed the delivery of 19 ex-Danish Piranha IIIH wheeled armored personnel carriers, and in early 2025 Sweden announced the delivery of Saab AT4 anti-tank rocket launchers.
Roshel Senator
The Senator 4×4 was designed as a high-mobility multipurpose armored vehicle for peacekeeping missions and for personnel of security and law enforcement agencies. Its modular construction allows the vehicle to be adapted for medical evacuation, riot control, command and reconnaissance, combat engineering, and radiological, chemical, and biological detection missions.
Depending on the intended role, the Senator 4×4 provides ballistic and mine protection up to CEN B7/STANAG 4569 Level 2. The armor is based on the company’s proprietary multilayer composite shield technology, providing fragment and penetration protection at low vehicle weight. The vehicle can be equipped, depending on role, with observation and surveillance systems, thermal and infrared imaging, night vision, specialized communications, gunshot detection sensors, a laser rangefinder, a remotely operated weapon station, and contamination detectors.
The vehicle was developed on the basis of the civilian Ford F-Series. Combat weight ranges from 7,870 to 8,970 kg. It is powered by a Ford 6.7 TD V8 diesel engine developing 400 hp. The vehicle’s official public debut took place at the AUSA Annual Meeting & Exposition in Washington, D.C., on October 8-10, 2018 (Start of Roshel Senator 4×4 production).
The vehicles have proven themselves primarily on the front lines of the Russo-Ukrainian war – as of December 2025, when public information was last released, over 2,000 vehicles had been delivered to the Armed Forces as well as other uniformed formations under the Ministry of Internal Affairs, namely the National Guard and the State Border Guard Service (1,400 vehicles as of September 2024).
Beyond Ukraine, the Senator 4×4 has been exported in small numbers to Bosnia and Herzegovina (11 units to police forces), Brazil (military police), Costa Rica (public security forces), Haiti (7 in RAM MRAP configuration to armed forces, plus additional units to police), Kazakhstan (ground forces), South Korea (police), and the US (to space agency NASA, with 20 units ordered by ICE). Two units also made their debut at the XXXII International Defense Industry Exhibition MSPO 2024 in Kielce.
