On Thursday, April 9, 2026, the “Local Content: For the Benefit of Poland” project was launched at the headquarters of Apator SA in Ostaszewo near Toruń. Its aim is to increase the share of Polish entities in supply chains, particularly within investments carried out by companies with State Treasury ownership. The PGZ Capital Group already cooperates with nearly 12,000 subcontractors from across Poland. “Local Content: For the Benefit of Poland” is a key element of the government’s economic philosophy and an implementation of a priority of the Ministry of State Assets.

Prime Minister Donald Tusk and Minister of State Assets Wojciech Balczun presented the results of the work of the Team for the Participation of Domestic Content in Key Investment Processes.
“There is no turning back from the path of repolonizing Polish industry and the Polish economy,” Prime Minister Donald Tusk stressed on Thursday. He noted that the measures undertaken, among others, by the Minister of State Assets and by the chief executives of State Treasury companies are intended to ensure that the Polish economy remains sovereign. “So that decisions on what we produce, to whom we sell, and what is needed in Poland are made here in Poland,” the Prime Minister emphasized.
The aim of the proposed solutions is to systematically increase the participation of Polish companies in the ongoing modernization of the Polish military, energy sector, infrastructure, and the country’s digitalization, thereby strengthening Poland’s strategic autonomy and economic security.

“Local content is an expression of concern, responsibility, and care for the safety of Poles in a difficult and still worsening geopolitical situation. We must rapidly increase our strategic autonomy and develop our own capabilities. We have joined the ranks of Europe’s economic leaders. We are creating a smart procurement policy that is in line with European regulations and can serve as a model for the entire EU,” said Minister of State Assets Wojciech Balczun. “Over the next decade, investments in the energy sector will amount to PLN 1 trillion, while investments in rail, road, and maritime infrastructure will reach several hundred billion zlotys. Similar levels of spending are planned in the areas of defense, digitalization, and IT. Our goal is for as much of this amount as possible to go to domestic companies. This will be the driving force that transforms our economy for many years,” he indicated.
As one example, he pointed to the expansion of 155 mm ammunition production by the PGZ Group, where the aim is for the entire technological process to take place in Poland.

“Local Content: For the Benefit of Poland, but also for the Polish defense industry and the Polish Armaments Group. We are putting this idea into practice in our day-to-day operations. Twenty-three thousand people work at our facilities across Poland for the sake of Polish security. We cooperate with a network of nearly 12,000 partners, mainly Polish small and medium-sized enterprises from across the country,” emphasized Adam Leszkiewicz, President of the Management Board of the Polish Armaments Group. “The idea of local content is very important to us, and we want it to be a continuous process. We are developing technologies, competencies, and infrastructure to increase the share of Polish components in production, primarily for the needs of the Polish Armed Forces, but also for export,” he added.
The PGZ Group currently comprises several dozen companies located throughout Poland. Nearly 100 facilities belonging to the PGZ Group form an integral part of their local communities and are among the most important employers in their regions. Several thousand subcontractors supply components and solutions for PGZ’s broad product portfolio – virtually every project undertaken relies on close cooperation across the entire supply chain.

PGZ’s priority is to ensure broad participation by the Polish defense industry in the programs of the Technical Modernization Plan of the Armed Forces of the Republic of Poland in order to enhance the country’s defense potential, including the Wisła, Narew, Pilica, and San air defense programs, the Miecznik program – the largest in the history of the Polish Navy – and other programs prioritized by the Ministry of National Defence. In addition, the Group modernizes and services vehicles, aircraft, helicopters, and naval vessels. Local content also means building the sovereignty and self-sufficiency of Poland’s defense industry, whose leader is the Polish Armaments Group.
