On Wednesday, April 1, 2026, an agreement was signed at Mesko’s facility in Skarżysko-Kamienna, a company within the Polish Armaments Group (PGZ), to establish production capabilities for rocket motors and fragmentation warheads for CAMM-ER (Common Anti-Air Modular Missile-Extended Range) missiles to be acquired under the Narew program. Representing the Ministry of National Defence at the ceremony was Paweł Bejda, secretary of state responsible for overseeing the technical modernization of the Polish Armed Forces.

The agreement underscores the key role of domestic companies in implementing the program and developing production capabilities in Poland.
The signed agreement is another consistent step in building a strong and modern national defense system and in the dynamic development of Poland’s domestic defense industry. The investment in Mesko will make it possible to launch production in Poland of key missile components and, together with the establishment of capabilities at additional facilities, will enable the assembly of complete missiles in Poland.
The project is being carried out in cooperation with British industrial partner MBDA UK, part of the European MBDA consortium and one of the leaders of Europe’s defense sector. The Poland-UK partnership in this area is an example of effectively combining domestic and international potential in a way that enhances the operational capabilities of the Polish Armed Forces.

“Mesko’s facilities are a place with history and tradition, but they are also a place setting the direction for the future. Investment in this plant and in its production capabilities is an investment in our security. We will ensure the transfer of technology for the production of the rocket motor and for the development of a new warhead for the CAMM-ER missile,” Deputy Defense Minister Paweł Bejda said during the meeting.
The Narew program involves a broad range of companies from Poland’s defense industry, including entities within the Polish Armaments Group. Technology transfer and the development of research and production infrastructure strengthen the capabilities of domestic companies, support regional development, and lay the foundation for building a modern engineering workforce. It is an investment not only in security, but also in the future of the Polish economy and technology.
Two days earlier, on March 30, an agreement was signed at the WZE in Zielonka for the construction of a Service and Production Center for CAMM-ER missiles and a production hall for elements of the air and missile defense system.
Both investments are part of the recapitalization program for companies in the PGZ-Narew Consortium through the Ministry of State Assets’ Capital Investment Fund, worth nearly 1 billion PLN, approved on December 29, 2025. In Mesko’s case, the total value of the funding amounts to 304,440,000 PLN, while the total value of the project is 360,300,000 PLN. The first tranche of funding amounts to 19,000,000 PLN.

The project will be carried out by Mesko by 2030. Mesko will focus on meeting the Polish Armed Forces’ military equipment needs through the implementation of key programs and projects. The goal of the project, including the implementation of the Narew program, is to prepare the investments necessary to obtain technology transfer for the production of the rocket motor and the development of a new warhead for the CAMM-ER missile, as well as for the delivery of missile components. To achieve this goal, the necessary infrastructure must be put in place.
The Narew program involves the development and delivery of components and subsystems for 23 short-range air defense missile systems. The program includes the delivery of modern military equipment to the Polish Armed Forces, but also the acquisition of technology and know-how, the building of industrial capacity, project management, and system integration by the Polish defense industry. The PGZ-Narew Consortium includes: Polish Armaments Group (consortium leader), Huta Stalowa Wola, Jelcz, Mesko, the Research and Development Center for Maritime Technology, PCO, PIT-Radwar, WZŁ-1, WZU, WZE, and Zakłady Mechaniczne Tarnów.

The CAMM-ER surface-to-air missiles are the most advanced medium-range missiles designed to counter aerial threats. The missiles will be built on the basis of knowledge and technology transfer carried out by the PGZ consortium in cooperation with foreign partners. CAMM-ER missiles will provide a major boost to the air defense capabilities of the Polish Armed Forces.
Under the Narew program, contracts have been signed for the acquisition of 138 iLauncher launchers on Jelcz chassis adapted to work with the IBCS command system, as well as more than 1,000 CAMM-ER missiles. It is the largest and most complex modernization program in the history of the Polish Armed Forces, with an estimated value reaching tens of billions of PLN.
That is why, on June 25, 2024, the Council of Ministers adopted a resolution on recapitalizing the companies that are part of the PGZ-Narew Consortium, submitted by the Minister of State Assets. Under that resolution, the consortium will receive about 3.88811 billion PLN in 2024-2030 across seven stages: 478.67 million PLN in 2024, 930.17 million PLN in 2025, 1.24704 billion PLN in 2026, 863.03 million PLN in 2027, 233.13 million PLN in 2028, 46.27 million PLN in 2029, and 89.80 million PLN in 2030.
