On Monday, March 30, 2026, at Wojskowe Zakłady Elektroniczne (WZE, Military Electronic Works), part of the Polish Armaments Group (PGZ), a contract was signed for the construction of a Service and Production Center for MBDA CAMM-ER (Common Anti-Air Modular Missile-Extended Range) missiles and a production hall for components of the air and missile defense system. The agreement was signed by Polish Armaments Group President Adam Leszkiewicz, PGZ Vice President Piotr Zawieja, Military Electronic Works President Damian Gorzelany, and Management Board Member Artur Kaczmarczyk. The ceremony was attended by Cezary Tomczyk, Secretary of State at the Ministry of National Defence.

“Military Electronic Works, where we are today, is one of the leading manufacturers from the standpoint of missile capabilities, but also electronic warfare. Today, we can proudly announce that we are beginning the construction of a Service and Production Center as part of the Narew program, that is, as part of building Poland’s great anti-missile shield,” said Minister Cezary Tomczyk.
The implementation of the investment will make it possible to produce, assemble, and deliver CAMM-ER surface-to-air missiles for the Polish Armed Forces. It will also significantly increase the production and logistics potential of Military Electronic Works in modernization programs that are key to the Polish Armed Forces.

“We are building from scratch a modern infrastructure where we will locate the production and servicing of one of the world’s most advanced surface-to-air missiles, the CAMM-ER. Today, CAMM missiles are already in service with the Polish Armed Forces in the Pilica+ systems produced by PGZ companies. Our investment in WZE will make it possible to arm 23 batteries of the Narew system with more than 1,000 missiles in the CAMM-ER version, with even greater combat capabilities,” said Adam Leszkiewicz, President of the Management Board of the Polish Armaments Group (Executive Contracts for Narew Program Set in Motion).
The new Production and Service Center will consist of a production and warehouse building, storage facilities together with protective walls, access roads, and accompanying infrastructure. A production hall will also be built, enabling a new organization of production and logistics processes related to work on Command Cabins for air defense systems. The works covering the construction of the Production and Service Center and the production hall are to be completed by 2028. The cost of the investment will amount to 129,444,527.00 PLN, including 102,000,000.00 PLN from recapitalization through the Capital Investment Fund and 27,444,527.00 PLN from the own funds of WZE (Nearly 1 billion PLN in the Narew program for Polish Armament Group companies)

“This day is a special moment for our development in missile technology. The signing of the agreement to co-finance the construction of a new service and production center for CAMM-ER missiles is not only an important infrastructure investment — it is a strategic step that marks further milestones in the expansion of WZE’s competencies,” said Damian Gorzelany, President of the Management Board of Military Electronic Works.
The construction of the Production and Service Center is the fulfillment of the obligations of Military Electronic Works in Zielonka arising from the company’s participation in the Narew air defense program, implemented within the PGZ-Narew Consortium. In cooperation with the British company MBDA UK, part of the European MBDA consortium, Military Electronic Works will receive a transfer of technology in the field of the production of components, as well as the final assembly and testing of launcher elements, and the implementation of capabilities for the production of CAMM-ER missiles. The final outcome of the work will be the launch of production and assembly processes, as well as the manufacture and delivery of CAMM-ER missiles for the needs of the Polish Armed Forces. The purpose of the investment in the production hall is to create modern industrial infrastructure, thereby increasing the company’s production capabilities in the field of air and missile defense systems.

The Narew program involves the development and delivery of components and subsystems for twenty-three short-range surface-to-air missile systems. The program includes the delivery of modern military equipment for the Polish Armed Forces, as well as the acquisition of technology and know-how, the building of industrial capacity, project management, and system integration by the Polish defense industry. The PGZ-Narew Consortium consists of: Polish Armaments Group (consortium leader), Huta Stalowa Wola, Jelcz, Mesko, the Research and Development Centre for Maritime Technology, PCO, PIT-Radwar, WZŁ-1, WZU, WZE, and Zakłady Mechaniczne Tarnów.
The CAMM-ER surface-to-air missiles are state-of-the-art medium-range missiles designed to engage airborne threats. The missiles will be produced on the basis of a transfer of know-how and technology carried out by the PGZ consortium with foreign partners. CAMM-ER missiles will provide an excellent reinforcement of the air defense capabilities of the Polish Armed Forces.
