On Thursday, July 2, 2026, the Internal Security Agency (ABW) announced that on June 25 of this year its officers detained a 19-year-old citizen of the Republic of Belarus and a 44-year-old citizen of Poland in Warsaw, who were carrying out paid tasks commissioned by foreign intelligence. Their activities included, among other things, passing photographic documentation and video recordings of events organized by the Belarusian minority in Warsaw. These materials were subsequently used in propaganda activities of the Belarusian regime.

This is another installment of a case that shows that foreign services are trying to exploit even legitimate social and civic events to serve their own interests. The aim of such activities is not only to gather information, but also to exert pressure, intimidate émigré communities, and reinforce the propaganda narrative of states hostile to Poland.
The Lublin-Zachód District Court in Lublin, having reviewed the evidence gathered by the ABW Delegation in Rzeszów, ordered the pre-trial detention of the Belarusian citizen for a period of 3 months.
In the case of the Polish citizen, the prosecutor applied non-custodial preventive measures: a ban on leaving the country combined with the confiscation of his passport, and police supervision.
The detentions are the result of intensive investigative activities conducted in an investigation supervised by the Lublin Branch of the Department for Organized Crime and Corruption of the National Prosecution Service, within the framework of which two Ukrainian citizens and three Belarusian citizens were already detained in November of last year. These individuals were charged with participation in the activities of foreign intelligence.
The investigation is ongoing and further detentions cannot be ruled out.

“Officers of the Internal Security Agency detained a 19-year-old Belarusian and a 44-year-old Polish citizen who were acting on behalf of foreign services. The men, paid by Belarusian intelligence, attended events organized by the Belarusian minority in Warsaw, where they filmed and photographed participants. The collected materials – passed across the eastern border – were used by Lukashenko’s services and regime propaganda. By court order, the Belarusian will spend the next 3 months in pre-trial detention. The Polish citizen has had his passport confiscated, is banned from leaving the country, and is under police supervision. These are further detentions in connection with the investigation conducted by the ABW Rzeszów Delegation and the Lublin branch of the National Prosecution Service. In November of last year, ABW officers detained three Belarusians and two Ukrainians in connection with this case. The investigation is ongoing and further detentions cannot be ruled out.”
