On Tuesday, June 30, 2026, the Naval Surface Warfare Center Crane Division (NAVSEA Crane) of the Naval Sea Systems Command (NAVSEA), on behalf of the US Department of Defense, signed a framework contract with a maximum value of 35,410,312 USD with Hornady Manufacturing Co. for the delivery of Mk 316 Mod 0 precision rifle cartridges in 7.62mm×51mm NATO caliber.

This contract contains no options. Work will be performed in Grand Island, Nebraska, and is expected to be completed by June 2031. Initial obligated funds come from US Navy and US Marine Corps (USMC) ammunition procurement funds under the FY2026 defense budget in the amount of 3,506,850 USD (87%) and from FY2025 prior year savings in the amount of 536,820 USD (13%), and will not expire at the end of the current fiscal year (through September 30, 2026). The contract was awarded through competition under the Small Business Set-Aside principle, with five offers received via the Procurement Integrated Enterprise Environment Solicitation Module.
The Mk 316 Mod 0 cartridge is loaded with a 175-grain Sierra MatchKing (SMK) Hollow Point Boat Tail (HPBT) bullet. It is used as long-range ammunition (Special Ball, Long Range). It features a brass case loaded with IMR 4064 powder (approximately 41.7 grains). It achieves a muzzle velocity of approximately 792 m/s (approximately 2,600 ft/s depending on barrel) and approximately 3,560 J of energy (2,627 ft-lbs).
It is the successor to the M118LR cartridge for sniper rifles such as the SR-25/M110/Mk 11, Mk 13 Mod 5/Mod 7, and M110 SASS.
