On Tuesday, 14 April 2026, US corporation RTX announced that the COMLOG joint venture, formed by its subsidiary Raytheon and Germany’s MBDA Deutschland, part of the European MBDA consortium, based in Schrobenhausen, Bavaria, will deliver PAC-2 GEM-T interceptor missiles for MIM-104 Patriot air and missile defense systems to Ukraine under a 3.7 billion USD deal. The deliveries are being financed by the German federal government, as announced the same day during a meeting in Berlin between Chancellor Friedrich Merz and Ukrainian President Volodymyr Zelenskyy.

The new GEM-T missile production facility in Schrobenhausen, Germany, is expected to play a key role in supporting this agreement under the Direct Commercial Sale (DCS) program and other contracts, ensuring supply chain resilience and helping replenish interceptor missile stocks for the Armed Forces of Ukraine. It will make it possible to double production capacity for these missiles.
“Raytheon is focused on maximizing production capacity, ensuring a steady, reliable supply of these combat-proven interceptors for the U.S. and allies like Ukraine who rely on Patriot to protect their citizens, infrastructure and sovereignty,” said Raytheon President Phil Jasper. “Raytheon is investing heavily to increase GEM-T production to support growing global demand, driven by major internal and partner investments, second‑sourcing initiatives and the expansion of our global supply chain.”
Ukraine operates approximately 10–12 Patriot batteries, although the exact number is classified, drawn from donations by the United States (3 batteries), Germany (5 batteries), Norway (1 battery), the Kingdom of the Netherlands (5 launchers), Romania (1 battery), and Israel (an undisclosed number). New donations from European countries were made possible by NATO’s new aid financing mechanism, known as PURL (Prioritised Ukraine Requirements List), announced on 14 July 2025 during a meeting in Washington between US President Donald Trump and NATO Secretary General Mark Rutte (New U.S. Support Package for Ukrainian Patriots And Approval for Modernization).

It is worth recalling that on 3 January 2024, the NATO Support and Procurement Organisation (NSPA) signed a framework agreement with COMLOG for the production and delivery of up to 1,000 PAC-2 GEM-T missiles for Germany, the Kingdom of the Netherlands, Romania, and Spain, although even at that stage there were plans to expand the arrangement to include four additional Alliance members. The first implementing contract, worth 478 million USD, was signed with RTX on 6 August 2024 for the production of 600 missiles for Germany, and in November of the same year Sweden joined the initiative. On 25 September 2025, Berlin placed another order for additional missiles. Production is scheduled to begin in late 2026.
The PAC-2 GEM-T interceptor missile, also designated TBM (Theater Ballistic Missile), entered service with the US Army in 2006, although delivery of 230 of the initially ordered 376 missiles began a year earlier. As the TBM designation suggests, the missile is intended primarily to counter short-range ballistic missiles at the tactical-operational level, such as the Iskander-M, while the PAC-2 GEM-C variant is also designed to engage cruise missiles and aircraft.
The GEM-T/C is a deeply modernized version of the MIM-104C/D (or PAC-2) missile, equipped with a proximity fuze, a new radar receiver with improved accuracy, and new electronic components based on solid-state technology. In 2018, the missiles were fitted with a more durable digital transmitter using gallium nitride (GaN) technology, which is intended to reduce operating costs.
On 19 May 2025, it was reported that the United States was considering Poland’s request to purchase 788 PAC-2 GEM-T missiles for up to USD 5.8 billion under the Wisła program. Two of the ten missiles acquired under the trial batch were fired on 16 September of the same year during the first-ever live-fire exercise of the Wisła/IBCS system at the Ustka training range.

Not only PAC-2 for Ukraine, but also drone production in Germany
Volodymyr Zelenskyy said at a joint press conference with Friedrich Merz:
“Today, most of the weapons Ukraine uses for various types of operations – long-range, on the battlefield, or in air defense – are produced in Ukraine. This is where the opportunities for our “Drone deals” with different countries come from. The capacity of Ukraine’s defense production is twice as large as what we are using today, simply because we do not have enough funding. We expect Germany, as one of the leaders of the European Union, to help quickly unblock 90 billion. This will allow us to increase the procurement of drones produced in Ukraine. That would put even more of our systems on the battlefield. As for the PURL initiative, this program specifically helps with air defense against ballistic threats. Unfortunately, Europe currently does not have such capabilities. I am 100 percent confident that, eventually, Europe and Ukraine together will produce anti-ballistic systems. But while there is still a shortage of such capabilities, we must protect our people, and the PURL initiative is needed for that.”

Our European industry, our technological base, our military and political capabilities must be sufficient, under any circumstances, to guarantee reliable protection of life across Europe – for every country and every nation. This includes, in particular, Europe’s ability to produce anti-ballistic air defense systems in the necessary volumes, as well as full-strength protection against any drones, any aerial targets.”

The announcement of a new German-Ukrainian production joint venture came from Quantum Systems.
UPDATE
Ukraine’s Minister of Defense, Mykhailo Fedorov, signed an agreement with his German counterpart, Boris Pistorius, on a new 4 billion EUR Berlin military aid package for Kyiv, including several hundred PAC-2 GEM-T missiles and 36 IRIS-T SLM air defense system launchers to protect Ukrainian cities and critical infrastructure.
He added that, under the Build with Ukraine initiative, the two countries will launch joint production of AI-guided strike drones. The first phase will cover 5,000 units for the Armed Forces of Ukraine. He also indicated that Germany would provide an additional EUR 300 million to increase production of Ukrainian long-range weapons.
