On Monday, March 16, 2026, during a visit to Bydgoszcz-based Zakłady Elektromechaniczne Belma, part of the Polish Armaments Group (PGZ), Adam Leszkiewicz, President of the Management Board of PGZ, presented details of an investment agreement concerning the expansion of the company’s anti-tank mine production. The investment agreement with the Ministry of State Assets was signed on December 29, 2025, and the funds, amounting to 311,227,000 PLN, come from the Capital Investment Fund (FIK).

As emphasized by the Polish Armaments Group, Belma is a leader in the production of anti-tank mines. The plant is increasing its production capacity in response to defense requirements arising from the National Deterrence and Defence Programme – East Shield.
“A safe and strong Poland. That is the goal we have set for ourselves. To achieve it, we need to expand the capabilities of the defense industry in places such as Bydgoszcz-based Zakłady Elektromechaniczne Belma. The new investments for Belma will be a triple leap forward in the development of production capacity,” said Krzysztof Gawkowski, Deputy Prime Minister and Minister of Digital Affairs.
As mentioned, Belma will receive 311,227,000 PLN from the Capital Investment Fund to increase its production capacity in the field of anti-tank mines. The first tranche, amounting to 50 million PLN, has already been transferred to the company.

“Belma is increasing its production capacity. This plant is a very important link in the development of the PGZ Group. Thanks to the Capital Investment Fund, we are significantly strengthening production capabilities. This is important in the context of Poland’s withdrawal from the Ottawa Convention,” added Konrad Golota, Deputy Minister of State Assets responsible for overseeing state-owned defense industry companies.
By 2028, Belma, located near Bydgoszcz, will significantly increase the production of anti-tank mines intended for modern scatterable mine-laying systems, including mines for the Baobab-K Scatterable Mine-Laying Vehicle.
As part of the investment, the company will expand by 10,000 square meters the facilities adapted for the production of special ammunition, that is, anti-tank mines.

“The investments in Belma will make it possible to acquire new technological competencies and gain greater sales opportunities in the field of anti-tank mines and scatterable mine-laying systems, both domestically and abroad,” added President Adam Leszkiewicz.
For production purposes, real estate with an area of nearly 170,000 square meters will also be acquired, including 8,000 square meters of building space, and storage capacity in special-purpose buildings will be expanded (Demonstration of the Bluszcz Drone-Based Scatter Mining System in the Polish Armed Forces).

Belma’s principal line of business is the production of specialized products for the needs of the Polish Armed Forces. These include mine warfare and obstacle-laying products, as well as Baobab-K scatterable mine-laying systems in configurations with 1, 2, 4, or 6 launchers, of which Belma is the sole domestic manufacturer. Belma also specializes in the production of warheads for unmanned aerial vehicles, including loitering munitions, whose armor-penetration performance against tanks and armored vehicles is regarded as among the most effective in the world. The company also manufactures explosion-proof products for the mining industry and other sectors, and provides industrial services for both the civilian and defense industries.
As Poland’s only manufacturer of mine warfare and obstacle-laying solutions, Belma offers a full range of these munitions, and the production capacity being developed by the company, together with the high quality of its products, is capable of fully securing deliveries for the Ministry of National Defence. This applies both to supplies for the East Shield program and to the protection of Poland’s other border sections.
