The investment project implemented by Bydgoskie Zakłady Elektromechaniczne “BELMA” S.A., entitled “Development of the Production Capacity of Bydgoskie Zakłady Elektromechaniczne ‘BELMA’ S.A. for the Purposes of the National Security Plan ‘Eastern Shield’ and the Needs of the Polish Armed Forces,” is being carried out in the years 2025–2027. The funding, which also represents the total cost of the BZE BELMA project, amounts to 311,227,000 PLN.

The recapitalization of BELMA will make it possible not only to increase special production responding to the needs of the Polish Armed Forces, but above all will constitute an important element in securing the borders of the Republic of Poland. BELMA, through its production profile that includes, among other things, mine-laying and obstacle systems and its contribution to the production of the BAOBAB-K scatterable mine-laying system, is one of the key entities involved in the implementation of the National Deterrence and Defense Program entitled ‘EASTERN SHIELD.’ Recapitalization by the State Treasury will allow production capacities to be increased, including in the area of mines. This clearly demonstrates that the State Treasury sees BELMA and PGZ as the principal entities responsible for securing the Polish Armed Forces in this type of production,” said Adam Leszkiewicz, President of the Management Board of Polska Grupa Zbrojeniowa S.A. The purpose of the planned acquisition of shares is to expand the production capabilities of Bydgoskie Zakłady Elektromechaniczne “BELMA” S.A., resulting from significant geopolitical changes and the need to adapt the economic and defense potential of the Polish state to those changes.

“The signing of the Investment Agreement as part of the recapitalization of Bydgoskie Zakłady Elektromechaniczne BELMA S.A., using funds obtained from the Capital Investment Fund, is perceived by us as an expression of great trust and recognition for the Company’s employees for their contribution to date to the production of mine and obstacle systems and the BAOBAB-K scatterable mine-laying systems for the benefit of the Polish Armed Forces, but above all as a milestone toward multiplying the defense potential of the Republic of Poland in order to strengthen Poland’s role within the National Deterrence and Defense Program entitled EAST SHIELD. This applies both to the defense of Poland’s borders and to the multiplication of production capacity for the construction of BAOBAB-K scatterable mine-laying systems for the needs of the entire eastern flank of Europe, where BZE “BELMA” S.A. may become, by 2029, a key supplier of the most advanced systems for the automated laying of minefields,” said Jarosław Zakrzewski, President of the Management Board of Bydgoskie Zakłady Elektromechaniczne BELMA S.A. The investment will make it possible to increase the Company’s production capacity within its core area of activity (i.e., the production, assembly, and development of mine and obstacle systems as well as warheads for unmanned aerial vehicles), create stable jobs, and contribute to the development of innovative technologies and know-how within R&D activities (Eurosatory 2024: BZE Belma promotes MN-123 scatterable mines).
The main area of BELMA S.A.’s business activity is the production of special products for the needs of the Polish Armed Forces. These include mine and obstacle systems as well as BAOBAB-K scatterable systems in configurations with 1/2/4/6 launchers, of which BELMA is the only manufacturer in the country. BELMA also specializes in the production of warheads for unmanned aerial vehicles, including loitering munitions, whose penetration parameters against tank armor and armored vehicles are considered among the most effective in the world. The Company also manufactures explosion-proof products for the mining industry and other sectors and provides industrial services for the civilian and defense industries (Belma will deliver additional ZN-97.1 non-contact fuzes).
As the only manufacturer of mine and obstacle solutions in Poland, BELMA has a comprehensive portfolio of these munitions, and the production capacity being built by the Company, together with the high quality of its products, is capable of fully securing supplies for the Ministry of National Defense. This applies both to ensuring deliveries for the “Eastern Shield” Program and for the remaining sections of the borders of the Republic of Poland.
