On Saturday, May 30, 2026, in Siemianowice Śląskie, the State Treasury – Armament Agency, on behalf of the Ministry of National Defense, signed an agreement with Rosomak, a company of Polish Armaments Group (PGZ), for the delivery of 48 specialized variants of the wheeled armored personnel carrier: 30 medical evacuation vehicles (WEM) and 18 command vehicles (WD).

The agreement, financed under the SAFE (Security Action for Europe) loan program, was signed in the presence of Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz, Government Plenipotentiary for the Instrument for Increasing Security Magdalena Sobkowiak-Czarnecka, Deputy Minister of State Assets Konrad Gołota, President of the Management Board of Polish Armaments Group Adam Leszkiewicz, and representatives of the Armament Agency.
“For Silesian Voivodeship, the defense industry is becoming a new driving force. This is where new companies can locate. This is where new initiatives are emerging, not only in state-owned industry but also in the private sector. This potential in Silesia, in Silesian Voivodeship, is enormous. It is among the largest in Poland. This is a very important signal for this region,” Władysław Kosiniak-Kamysz said during the signing of agreements for the supply of military equipment to the Polish Army in Siemianowice Śląskie.
“Every element of this SAFE program is included in the Technical Modernization Plan prepared by the military and the Ministry of National Defence. Every element stems from the needs of the Polish Armed Forces and the process of modernizing the army. It does not come from the whim of any politician, neither in Brussels nor in Germany. It stems solely from the needs of the Polish military and the need to meet those needs as quickly as possible,” the head of the Ministry of National Defence said.
“Today is a day of exposing the lies directed at this SAFE program. (…) We will do this consistently. It will not end today. I want to assure you that we will be in each of these plants, in Poznań, Sanok, Gdańsk, Gdynia, Siemianowice Śląskie, Wieliczka, Laskowice, Tarnów, and many other places. We will conduct a positive campaign to debunk all the nonsense, absurdities, and falsehoods being told about the SAFE program. (…) I believe that we are building the most beautiful country in the world to live in. That we are building a safe future for our children and grandchildren. That we are building a good and strong economy, an effective and wise society, a responsible Europe that takes on greater responsibility, and very good relations with the United States. This is the philosophy and strategy of the Polish state. I sincerely thank everyone who contributed to this, everyone who is implementing the SAFE program together with us. I thank everyone who, from the very beginning until today, believed that we are capable, as the only country in Europe, of carrying out the largest and fastest modernization program of the Polish Army,” Deputy Prime Minister Władysław Kosiniak-Kamysz emphasized.
“Over three days, we signed 62 agreements worth 120 billion złoty. (…) Why is this day so important? Because today marks the end of the possibility of so-called standalone purchases. But purchases in the Polish defense industry are not ending. This is another lie they tried to make us believe. Over the next few weeks, we will sign further agreements as foreign partners invest in the Polish defense industry. This has never happened before,” emphasized Magdalena Sobkowiak-Czarnecka, Government Plenipotentiary for the Security Action for Europe Instrument.
The Rosomak-WEM vehicles, ordered for more than 500 million PLN net, will be responsible for evacuating the wounded, providing medical assistance, and transporting casualties from the battlefield. They will be delivered by 2028.
The Rosomak WD vehicles, ordered for the equivalent of approximately 400 million PLN net, will form part of the Basic Combat Module, creating a subsystem enabling the autonomous conduct of operational activities by K2GF and K2PL tank battalions, as accompanying command vehicles.
The command vehicles will support the processes of planning, coordination, and command of operational activities. The vehicles’ core ICT equipment will ensure the secure exchange of classified information through available transmission media. Deliveries are planned for 2026–2030.

The previous agreement for Rosomak-WEM vehicles was concluded on June 30, 2025, and covered the delivery of 12 vehicles with a training package for approximately 261 million PLN gross, with deliveries by 2028.
Originally, under the first agreements, 37 KTO Rosomak-WEM vehicles were acquired and delivered to military units in 2008–2011, while on December 1, 2022, an agreement worth approximately 450 million PLN was concluded for the delivery of another 29 vehicles, with acceptance beginning in December 2024 and continuing until 2026. Together with the latest agreement, the number of Rosomak-WEM vehicles in the Polish Army will increase to 108.
The KTO Rosomak-WEM is designed to collect wounded personnel from the battlefield in direct contact with the enemy and evacuate them to deployed dressing stations, as well as to provide first aid, including the treatment of wounds and injuries and the maintenance and stabilization of basic vital functions by the vehicle crew.
The KTO Rosomak-WEM is equipped with a stretcher loading assistance system, an oxygen system with flowmeters and oxygen outlets, an electrical system for powering medical equipment, basic evacuation and rescue equipment for providing medical assistance, an onboard radio, fire and explosion protection systems, a CBRN protection system, a warning and countermeasure system, observation devices, and decontamination and deactivation equipment.

Command vehicles based on the KTO Rosomak chassis have been successively delivered to the Polish Army since 2018. Initially, they were delivered to the Command Support Regiment of the Headquarters of Multinational Division North East, based in Elbląg, and later also to the 18th Mechanized Division and the 16th Mechanized Division. In addition to a small batch of WD Zawilec vehicles, the Polish Army is to receive another batch of 12 WD Kroton bis vehicles in the near future, with delivery in 2026. These were ordered by the Armament Agency in December 2023.
