On Thursday, May 28, 2026, at the headquarters of the Cyberspace Defence Forces Component Command in Legionowo, Prime Minister Donald Tusk, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz, Secretary of State at the Ministry of National Defence Cezary Tomczyk, and Magdalena Sobkowiak-Czarnecka, Government Plenipotentiary for the Instrument for Increasing Security, took part in a ceremony to sign the first contracts financed under the SAFE (Security Action for Europe) loan program, worth 3 billion PLN.

SAFE to Strengthen Poland’s Cybersecurity: New Equipment, New Competencies, New Capabilities
“SAFE funding is guaranteed in the European Union. Poland is among the most advanced countries in terms of both projects and the preparation of the relevant documentation. But today, this is not about procedures or documents. This is about very real undertakings, crucial from the point of view of the security of the state, the security of Europe, and therefore inevitably also of the entire North Atlantic Alliance,” Prime Minister Donald Tusk said during his visit to Legionowo.
Thanks to the contracts signed today in Legionowo, solutions developed by Polish companies will be acquired by the Cyberspace Defense Forces and used to increase Poland’s security in cyberspace.
The signed contracts concern the acquisition of:
- a next-generation post-quantum IP encryptor from Enigma sp. z o.o.;
- a high-trust cryptographic system for protecting communications at the application layer from Krypton Polska sp. z o.o. and Transbit sp. z o.o.;
- a system ensuring secure data exchange between automated command systems with different classification levels from Filbico sp. z o.o.;
- a mobile cybersecurity laboratory for conducting operations in cyberspace from Media sp. z o.o.
According to information from Transbit, under the high-trust cryptographic system for protecting communications at the application layer, the company will deliver cryptographic devices compliant with applicable NATO standards, developed as part of dedicated work carried out jointly with Krypton Polska. Transbit is responsible for the hardware part of the solution and for part of the software implementation, in particular the implementation of interoperable communication protocols such as SCIP and TSVCIS, as well as broadly understood device connectivity with the external environment, including radio equipment operated by the Polish Armed Forces.

“Some people believe that the threat is still too abstract and ask why we should spend such large sums in peacetime. There is one answer that is often given and is true, although it may discourage some: we are spending this money so that we do not have to spend it during war. The more we spend, and the more wisely we use these funds ‒ budgetary, European, and increasingly also private ‒ in peacetime, the less likely that dark scenario will become. Poland will be better prepared to defend itself,” Prime Minister Tusk said.
“All the tasks set before us by Prime Minister Tusk have been completed: bringing this project to a successful conclusion, to an absolute victory, and putting the dot over the ‘i’. Today, we are putting that dot over the ‘i’ in the SAFE program, in the program for a secure Poland, by beginning a cycle of contract signings. This has a symbolic dimension, because it will be a journey across Poland: today Legionowo, and shortly Warsaw, Ożarów Mazowiecki, Gdańsk, and Bydgoszcz. We want to show that SAFE concerns every locality in Poland, every Polish woman and every Polish man, because it is a program for all of us. It is a program for the security of the Polish state, for strengthening NATO’s eastern flank, and for the security of the European Union’s border. All of this will be implemented thanks to it,” Deputy Prime Minister Władysław Kosiniak-Kamysz said in Legionowo.
Speaking about the benefits of the SAFE program, the head of the Ministry of National Defence emphasized that within just four years, thousands of pieces of equipment, new competencies, and new operational capabilities will arrive in Poland. This is the fastest modernization process in the history of the Polish army. Never before have such large funds been allocated to the modernization of the Polish Armed Forces in such a short time.
“Exactly one year ago, the SAFE regulation entered into force. From the outset, Poland took on a leading role in this matter. It was we who designed this regulation. It was we who applied for the largest allocation of funds intended for the entire European Union. It was we who were the first to sign the agreement, and it is we who are the first to start spending this money. This history is unfolding before our eyes today. (…) Everything is being implemented on schedule,” said Magdalena Sobkowiak-Czarnecka, Government Plenipotentiary for the Instrument for Increasing the Security of Europe.
Commentary
Under the terms of the SAFE program, all domestic contracts must be signed by the end of May this year, while some contracts concluded earlier are to be amended in parallel. The government emphasizes that the domestic defense industry is the program’s priority and that 89 percent of the contracts are to go to Polish companies. According to information provided at the signing of the agreement, 11,981 partners across the country are to be involved in implementing the program, showing that SAFE is being presented not only as a military instrument, but also as an industrial and economic stimulus.
