On Saturday, July 4, 2026, the General Staff of the Armed Forces of Ukraine reported on social media that further attacks had been carried out on the territory of the Russian Federation, including in Leningrad Oblast, targeting the St. Petersburg oil terminal in Lomonosov and the naval base in nearby Kronstadt.

On the night of July 4–5, as part of efforts to reduce the military and economic potential of the Russian Federation, units of the Armed Forces of Ukraine struck the St. Petersburg oil terminal in Lomonosov, Leningrad Oblast. A hit on the facility was recorded, followed by a fire on the terminal grounds. The extent of the damage is currently being assessed.
The St. Petersburg oil terminal is one of the largest petroleum product transshipment terminals in the Baltic region. Its design throughput is 12.5 million tonnes of petroleum products per year, while the total capacity of its tank farm is approximately 441,000 m³. It is involved in supplying the Russian Federation’s occupation army. It had already been targeted in an attack on June 6 this year.
The Russian Navy base in Kronstadt, Leningrad Oblast, was also attacked. A hit on the facility was recorded, followed by a fire in the port area. The extent of the damage is currently being assessed. Kronstadt is one of the main bases of Russia’s Baltic Fleet. This was also another Ukrainian attack on the military facility.
A Russian helicopter was also hit over the waters of the Sea of Azov. The effects of the attack are currently being assessed.
In addition, a railway bridge over the Siverskyi Donets River near Stanytsia Luhanska was hit. The facility is used by the Russians to move personnel, weapons, ammunition, and materiel.
Two enemy control points in the Shakhtarsk area of occupied Donetsk Oblast were hit, as well as an unmanned aircraft warehouse in Tytarivka, a repair unit in Starobilsk, and a fuel and lubricants depot in occupied Luhansk Oblast.

Meanwhile, this morning, the General Staff of the Armed Forces of Ukraine published information on the effects of attacks on Russia’s fuel and energy sector since August 2025:
By early July 2026, the systematic strike campaign by the Armed Forces of Ukraine had reached a new level. Key figures and facts:
- Record shutdowns: As a result of the attacks, 42.74% of the total designed refining capacity of Russia’s refining industry has been taken offline.
- Scale of damage: Over the past month, eight refineries have been successfully attacked.
- Tank destruction: More than 60 tanks were destroyed or seriously damaged, of which 58% were petroleum product tanks and 42% were crude oil tanks.
Impact on the economy:
- Over the course of a year, since August 2025, total industry losses reached 13.5 billion USD.

At the same time, the Russians carried out a limited drone and missile attack against targets in Ukraine. According to the General Staff of the Armed Forces of Ukraine, since 6:00 p.m. local time yesterday, Russia launched a single Iskander-M ballistic missile from the occupied Autonomous Republic of Crimea, one Kh-59 Ovod/Kh-69 guided missile from an aircraft over the Black Sea, and 86 Geran/Shahed, Gerbera, and Italmas unmanned aircraft, as well as decoy drones of various types, including Parodiya, from the directions of Bryansk, Kursk, Oryol, Millerovo, Primorsko-Akhtarsk in Russia, and occupied Donetsk Oblast.
The attack was repelled by aircraft, air defense missile troops, electronic warfare units, unmanned systems units, and mobile air defense groups of the Armed Forces of Ukraine.
According to preliminary data, by 8:30 a.m. local time, air defense systems had shot down or forced 69 unmanned aircraft to crash in the north, south, and east of the country. Hits by two missiles and 17 unmanned aircraft were recorded at 16 locations, along with falling drone debris at five locations. At the time of publication, several unmanned aircraft remained in Ukrainian airspace.
