The Polish Armaments Group (PGZ), with the participation of the Polish Ministry of National Defence and the Ministry of State Assets, hosted a meeting at its headquarters bringing together representatives of the government administration, PGZ companies, private enterprises, universities, and research institutes. The aim was to pool knowledge of capabilities available across the public and private defense industry and the scientific community, as well as to lay the groundwork for creating an industrial and scientific team that would serve as a partner to the government and the Polish Armed Forces in the field of ballistic missile defense.

Poland has advanced experience gained from building a layered air and missile defense system encompassing the Wisła, Narew and Pilica+ programs. As part of these programs, the domestic defense industry has developed capabilities in areas including radar technology, command systems, communications and secure data exchange, sensor and effector integration, launchers, missile components, as well as technical and logistics support. These capabilities form the basis of Poland’s technological and industrial contribution to the development of European ballistic missile defense.
„The Ministry of National Defence has reviewed the capabilities of the Polish defense industry in the field of ballistic missile defense. We know that domestic entities possess capabilities in the vast majority of areas required to build such a system, but we want to further expand and refine this map. The experience of the war in Ukraine shows that ballistic missiles are today among the most serious, most difficult and most expensive threats to counter. That is why it is essential to develop our own technologies, production capabilities and the greatest possible degree of independence in the field of missile defense,” said Cezary Tomczyk, Secretary of State at the Ministry of National Defence.
PGZ is acting as the integrator of the initiative, combining the capabilities of the Group’s companies with the potential of private enterprises, universities and research institutes. PGZ’s task is to build a single team representing the Polish defense industry, operating on a partnership basis and capable of proposing joint solutions.
„Our role is to build a single team representing the Polish defense industry, in which state-owned companies, private enterprises and representatives of the scientific community will cooperate on equal terms. PGZ is integrating this potential and coordinating the work. We want to make use of the best capabilities available in Poland,” said Adam Leszkiewicz, President of the PGZ Management Board.
„The experience gained by PGZ in the Wisła, Narew and Pilica+ programs shows that the Polish defense industry possesses the capabilities required to participate in the most complex air and missile defense projects. We have solutions that can be used in new systems, but no single entity can build such an advanced capability on its own. That is why we want to combine the experience of PGZ companies with technologies being developed by private enterprises, universities and research institutes,” said Arkadiusz Bąk, First Vice President of the PGZ Management Board.
The cooperation is intended to result in the establishment of a permanent industrial and scientific team that will act as a joint partner for the government and the Ministry of National Defence. The team is to develop a unified position for the Polish defense industry and determine which solutions Poland can contribute to the European ballistic missile defense project.
The work will include:
- preparing a detailed map of the capabilities of the public and private defense industry, universities and research institutes;
- identifying mature technologies and solutions that could be used in the European system;
- identifying areas requiring further development or additional research and development work;
- defining the principles of partnership-based cooperation and the division of roles among participants;
- assessing the potential to create new jointly developed products in the field of ballistic missile defense.
The list of entities participating in the initiative remains open and will be expanded to include additional partners with relevant capabilities.
Partnership-based cooperation between the state-owned and private sectors is intended to enable Poland to contribute mature technologies, rapidly deployable capabilities and solutions being developed for the future system to the European ballistic missile defense shield. Poland’s contribution will complement the Wisła, Narew and Pilica+ programs and strengthen national capabilities in layered air and missile defense.
