On Thursday, April 23, 2026, PERN, the company managing strategic energy infrastructure in Poland, announced that the NATO Investment Department had launched the next stage of the project to connect Polish fuel infrastructure to the NATO pipeline system. It did so by signing an agreement with Industria Project to prepare pre-design documentation for the expansion of fuel depots in three locations. The project, carried out in cooperation with PERN, is of key importance for the country’s energy and defense security.

The agreement concerns the preparation of technical, functional, and organizational assumptions for the planned expansion of storage and distribution infrastructure. The planned pre-design work will make it possible to develop possible solution variants and create the basis for further decisions and the efficient connection of the national network to the Alliance’s fuel system.
“The start of pre-design work is an important step in the project to expand technical infrastructure for the needs of the Alliance and to connect Poland to the CEPS system. At this stage, it is crucial to precisely define the scope of the expansion and the technical conditions of the future installations. This will allow the subsequent phases of the project to be properly prepared and risks to be reduced,” explained Col. Mariusz Zyglarski, Director of the NATO Investment Department.
In the project, PERN provides substantive support and expertise in the operation and development of fuel infrastructure.
“PERN has experience in carrying out major infrastructure projects, the necessary technical facilities, and a team of experts. This allows us to implement complex investments, such as the planned expansion of storage and distribution infrastructure for NATO,” said Mateusz Stańczyk, Director of PERN’s Technical Division.
“The project to integrate PERN’s system with the NATO system is currently one of our priorities, and it fits very well with the company’s efforts to increase the resilience of the national fuel system,” emphasized Daniel Świętochowski, President of the Management Board of PERN. “We are consistently expanding logistics and storage infrastructure in order to strengthen Poland’s energy security, support the stable functioning of the economy, and improve the quality of customer service,” he added.
On October 3, 2025, PERN and the NATO Investment Department concluded a preliminary agreement regulating the principles of cooperation, defining responsibilities, and setting out the implementation stages of a project that will increase Poland’s resilience to fuel crises, while also strengthening its position as a strategic NATO partner in the region. Investment in fuel transmission and storage infrastructure forms part of efforts to increase military mobility and the operational effectiveness of the entire Alliance.
PERN is a state-owned company operating in the field of oil logistics. It manages a network of more than 2,500 km of crude oil and fuel pipelines and 23 storage depots across Poland. It is responsible for the transport and storage of raw materials, supporting supply stability for the economy and the country’s energy security.
The NATO Investment Department is a unit subordinate to the Minister of National Defense, responsible for preparing, implementing, and supervising NATO infrastructure investments in Poland. It handles the planning, coordination, and implementation of projects related to the construction and modernization of facilities such as pipelines, fuel depots, and other elements of the Alliance forces’ logistics infrastructure.
