On Wednesday, July 22, 2026, the 2nd Regional Logistics Base in Warsaw announced the signing of a contract worth 38 million PLN gross with Warsaw-based PIT-RADWAR, part of the Polish Armaments Group (PGZ), for maintenance support of command-and-control and weapon-control systems operated by the Polish Armed Forces.

The procurement procedure was conducted as a restricted procedure, with negotiations underway since March 30 this year. The contract, signed with the designated contractor on July 20, covers maintenance services for the Polish Armed Forces’ air-defense command-and-weapon-control equipment, including the Łowcza-Rega automated command system (versions 1, 2, 3, 4, and 5), WD-95, Zenit, and SAMOC systems (SDP-10 and SDP-20), as well as components and spare parts for these systems, in 2026–2029. The contract is scheduled to expire on November 30, 2029.
The requirements and detailed description of the subject of the contract were specified in Annex 1 to the procurement terms and conditions, which the contracting authority provided to invited bidders that met the conditions set out in the notice. The bid evaluation criteria were price, weighted at 60%; warranty, at 20%; and completion time, at 20%.
The previous contract covering these services, valid through 2025, was signed on March 22, 2023, and was worth 18.8 million PLN. An earlier contract, signed on July 9, 2021, was worth 2 million PLN.
Analysis
The contract covers, among other things, elements of the Łowcza-Rega system, including ZWD-10R Łowcza-3K automated command vehicles based on the Star 944 chassis with a Sarna body; WD-2001 Rega-1 command vehicles based on the Honker 2324 chassis; Rega-2 terminals for 2K12 Kub and 9K33 Osa-P surface-to-air missile launchers and ZSU-23-4MP Biała gun-and-missile air-defense systems; Rega-3 terminals for commanders of air-defense platoons equipped with Grom/Piorun man-portable air-defense systems and ZU-23-2 gun-and-missile systems; Rega-4 terminals for air-defense squad commanders; and Rega-5 terminals designed to provide an interface between the system and the allied environment using the Low Level Air Picture Interface standard.
The contract also covers WD-35 Blenda battery command vehicles based on the AMZ-Kutno Żubr-P chassis, designed for the Noteć air-defense system, under which domestically produced systems are planned for the towed S-60 anti-aircraft guns, as well as ST PRZELOT-SAMOC SDP-20 ground-based air-defense command posts at the tactical level for mixed groupings of surface-to-air missile systems within air-defense battalions and brigades.
The Łowcza-Rega system entered service with the Polish Armed Forces in 1998. In addition to the elements listed above, it also collects information from mobile radar stations, including the NUR-21M/MK and Soła radars and the ZDPSR Bystra deployable radar system used as part of Pilica+.
In 2014, PIT-RADWAR, which had developed and introduced the Łowcza-Rega system under its former name WZR Rawar, proposed an upgrade to the user. The modification would have involved transferring the system equipment into standard 10-foot containers, replacing PR4G radios with R-450C radios, replacing the IT equipment, and substituting the PASUW transmission protocol with Link 11B. From September to November 2020, the then Armament Inspectorate of the Ministry of National Defence conducted a technical dialogue concerning the modernization of the IT system, equipment, communications assets, and command components of the Łowcza-Rega system.
As the Integrated Battle Command System is introduced under the Wisła medium-range and Narew short-range air-defense programs, the role of these systems will gradually diminish.
PIT-RADWAR is the manufacturer of all air-defense command systems introduced into service with the Polish Armed Forces. The systems produced by the company are fully interoperable both with other domestic solutions and with allied systems operated within NATO.
The primary task of the systems supplied by the company is to build situational awareness, meaning the overall understanding of the current battlefield situation. These solutions enable the effective use of all information obtained from the battlefield, significantly increasing the combat potential of units operating with PIT-RADWAR products. The company’s systems are equipped with numerous tools and support modules that assist operators in planning combat operations and making decisions during combat.
