On Tuesday, 14 April 2026, the Armament Agency announced the start of contract implementation with Siltec for the delivery of a JTAC (Joint Terminal Attack Controller) communication system for fire observers to communicate with combat aircraft. In the current month, the Polish Armed Forces received several dozen air platform data exchange systems procured under a contract signed on 9 April 2024 between the State Treasury – Armament Agency and Siltec. The contract value amounted to 41,703,150 PLN gross.

Among the delivered systems were tactical modules used by Tactical Air Control Party (TACP) teams at command posts, providing communication with the tactical environment through the radios used by those teams, as well as tactical situation monitoring, fire support planning, and coordination.
The systems also include personal modules intended as individual equipment for JTAC/JFO (Joint Terminal Attack Controller / Joint Fires Observer) personnel in situations involving direct contact with the enemy, while also providing communication with the tactical module and fire support effectors, as well as integration of devices used by JTAC/JFO personnel.
This marks the first delivery tranche, while completion of the entire system is scheduled for 2027.
The Armament Agency is procuring an air platform data exchange system intended to provide ICT support for the fire control process and the transmission of information in near real time, offering digital coordination of strike aviation support, namely digitally aided close air support (DACAS) and digitally aided fire support (DAFS).
The core element of the procured system is the FACNAV-PL application software, which provides digital coordination of fire support, including DACAS and DAFS, as well as Battlefield Management System (BMS) functionality.

The contract notice in this matter, conducted under a negotiated procedure, was published on 25 June 2019. As stated at the time, the subject of the procurement was an air platform data exchange system to be used to provide IT support for the fire control process of strike aviation and artillery, and to transmit information in near real time, ensuring detailed coordination of fire support. The detailed tactical and technical requirements were made available only to contractors because the procurement was classified as RESTRICTED and NATO RESTRICTED.
The initial estimated value of the contract was 21,788,617.89 PLN net (26,800,000 PLN gross). The maximum number of entities allowed to participate in the procedure was limited to ten. The award criteria were price (85%), preferred/additional technical requirements (10%), and warranty (5%). Initially, the deadline for submitting bids was set for 25 July 2019, later extended to 30 August 2019 and then to 17 September 2019.
However, the bid opening information was not published until 28 December 2023. Bids were submitted by Siltec, valued at 41,703,150.00 PLN gross, and by Teldat of Bydgoszcz, valued at 33,999,319.29 PLN.
On 27 February 2024, information was published on the selection of Siltec’s bid, which received 69.30 points for price, 4.74 points for warranty, and 9.77 points for preferred/additional technical requirements, for a total of 83.30 out of 100 points. Teldat’s bid was rejected. The contract was signed on 9 April 2024, and the work is to be completed by 9 April 2027 for the Armament Agency’s Command and Communications Directorate.
