On Thursday, March 12, 2026, on the Polish Armaments Group (PGZ) eB2B procurement platform, Jelcz published a notice launching a tender procedure to select external partners for cooperation in the full or partial assembly of trucks (above 3.5 metric tons) in 2026.

As stated, Jelcz is seeking a partner meeting the following requirements:
- having a stable, documented financial standing, with no ongoing court or administrative proceedings;
- ensuring the protection of Jelcz’s technical documentation in accordance with the terms of non-disclosure agreements;
- holding a license from the Ministry of the Interior and Administration (MSWiA) to conduct business in the manufacture and trade of military or police products specified at least in category WT III, including storage;
- having a quality management system compliant with ISO 9001:2015 and AQAP 2110:2016 (Edition D, Version 1);
- having experience in vehicle assembly;
- possessing the necessary infrastructure, including assembly halls, diagnostic stations, specialized tools, and environmental and occupational health and safety permits for vehicle assembly;
- having a designated, secured storage area of sufficient capacity to receive large vehicle components (cabins, frames, drivetrain elements), as well as a licensed storage facility;
- ensuring incoming component inspection;
- providing traceability for parts received into storage and used in assembly.
The potential partner is required to have competencies in:
- assembly of structural elements of trucks;
- assembly of hydraulic and pneumatic systems, including leak testing;
- assembly of electrical systems;
- operation of vehicle electrical systems (CAN);
- assembly of drivetrain components, wheels, and suspension systems;
- installation of winch components, including cable winding;
- assembly of hydraulic tanks;
- assembly of intake, exhaust, cooling, and air conditioning systems;
- vehicle testing and dispatch operations;
- corrosion protection of vehicles;
- standardization of vehicle paintwork and finishing corrections.
Jelcz requires the potential partner to comply with relevant regulations, including those concerning conformity assessment of products intended for national defense and security, technical conditions for special-purpose vehicles used in the Polish Armed Forces, and quality requirements for military equipment and related services. A declaration is also required confirming that the partner does not employ citizens of Russia, Belarus, Ukraine, China, or North Korea, nor cooperates with entities from those countries.
Currently, Jelcz operates its main facility in Jelcz-Laskowice, with additional production carried out at the Huta Stalowa Wola – Autosan branch in Sanok. Recently, on March 5 this year, an agreement was signed for the construction of a new factory in Miłoszyce near Jelcz-Laskowice, and there are also plans to launch another production line at the former Rafako facilities in Racibórz. Last year, cooperation was established with Wielton Defence from Wieluń and SKB Drive Tech from Radomsko. Despite this, the company is seeking to expand its production capacity due to delays in contract execution caused by insufficient manufacturing capacity.
