On Thursday, March 5, 2026, Polish Armaments Group (PGZ) and Jelcz signed an Investment Agreement for the project “Construction of a new factory and expansion of Jelcz Sp. z o.o.’s production capacity.” The agreement was signed on behalf of PGZ by CEO Adam Leszkiewicz, and on behalf of Jelcz by CEO Mariusz Ptak and Management Board member Małgorzata Węgłowska-Juskowiak.

Konrad Gołota, Undersecretary of State at the Ministry of State Assets, responsible for oversight of state-owned companies in Poland’s defense industry, attended the ceremony, along with invited guests including representatives of Huta Stalowa Wola (Jelcz’s owner), local-government officials at all levels, the Armament Agency, and representatives of services and business-support institutions.
The agreement will launch the process of recapitalizing Jelcz by Polish Armaments Group (PGZ) with 756,090,000 PLN, received from the State Treasury from the Capital Investment Fund (FIK). The scope of the investment will include, among other things, the purchase of land, the acquisition of a new machinery fleet, the construction of new production halls, and the building of a gated-access parking facility.
“This is a milestone step in our company’s development, long awaited and greatly needed, because it ushers Jelcz into an era of dynamic change: a transformation toward innovation and modernity, and a step-change increase in production capacity. This day also shows how important Jelcz is to Poland’s defense industry, our army, and our shared security. Jelcz’s future begins today,” said Mariusz Ptak, President of Jelcz.
“The Polish Army uses Jelcz vehicles everywhere, in every place and in every aspect. They transport, support, build resilience, and make it possible for us to carry out mobile projects such as SAN. This is the heart of the Armed Forces – the capability to move quickly, safely, and effectively. You are one of the foundations of modernization and of building larger, more modern, and better equipped Armed Forces of the Republic of Poland. We are at an important moment, with the signing of a grant agreement for 756 million PLN from the Capital Investment Fund. Here, at the Jelcz-Laskowice plant and in this new hall that will be built, the logistic heart of Poland’s Armed Forces will beat,” said Deputy Minister of State Assets Konrad Gołota.
“Jelcz heavy trucks, in a dozen variants and specialized versions, are now an indispensable part of the Polish Armed Forces’ equipment. They combine high mobility and payload capacity with resilience in demanding training-ground conditions. They can be found everywhere – forming key elements of the Wisła, Narew, and Pilica air-defense systems; they will also be used in the San counter-drone system; they serve in the Naval Missile Unit, with radiotechnical troops, and with artillery units in the Regina Divisional Fire Modules. Jelcz vehicles also serve as platforms for large Mobile Communications Nodes, and as tractor units in Jak transport sets they carry the heaviest, 70-ton loads. Jelcz vehicles are present in nearly every Polish military unit. Thanks to funding from the Capital Investment Fund, we will expand and modernize the Jelcz plant so that – working in cooperation with the second facility in Racibórz and through current orders placed with Autosan and private industry partners – it can significantly increase output and fully meet the growing needs of the Polish Armed Forces and other customers,” said PGZ CEO Adam Leszkiewicz.
Jelcz’s new factory is a major step in the company’s technological and organizational transformation. Its construction will significantly increase productivity, efficiency, and the quality of vehicle manufacturing, while also raising workforce competencies.
Thanks to the investment, the company will gain a modern machinery fleet enabling more complex and demanding projects in the future. Jelcz will become more competitive in terms of technical readiness and the level of services provided. The agreement will also allow the purchase of the land on which the new factory will be built to be finalized.
FIK funding for Jelcz was announced on October 20, 2025 – together with funding for three other PGZ Group companies: PIT-Radwar, Wojskowe Zakłady Uzbrojenia, and Zakłady Mechaniczne Tarnów – totaling 3 billion PLN, linked to implementation of the Narew short-range air-defense missile system (ZROP-KZ) acquisition program.
At the time, it was reported that the allocated funds would enable the construction of a new Jelcz production plant on three plots in Miłoszyce near Jelcz-Laskowice, which will employ 200 people and allow annual vehicle sales to increase to 1,600 units in the final year of the forecast. The plant is to deliver, among other things, chassis for short-range air and missile defense solutions, to be supported by P-18PL radars, Sajna radars, iLauncher launchers, PET/PCL passive radar systems, as well as communications and command-and-control systems.
On May 15, 2025, state development bank Bank Gospodarstwa Krajowego reported that it would provide Jelcz with a guarantee for the repayment of an advance payment of about PLN 200 million, the beneficiary of which will be the State Treasury represented by the Armament Agency.
Currently, Jelcz has its main plant in Jelcz-Laskowice, while additional production takes place at Huta Stalowa Wola – Autosan Division in Sanok. Plans also include launching another production line at the former Rafako facilities in Racibórz.
Jelcz is wholly owned by Huta Stalowa Wola, which acquired 100% of its shares in April 2012.
