On Monday, May 11, 2026, the 4th Regional Logistics Base from Wrocław (4. RBLog) published a notice canceling the tender procedure for the repair of the Fonet Digital Communication Platform in 2026–2029. The procedure had been conducted as a restricted competitive procedure since January 28 this year.

The deadline for submitting requests to participate in the procedure expired on March 5. The offer selection criteria were price/cost: one man-hour of diagnostics, or technical condition assessment – 40%; one man-hour of repair – 50%; travel per kilometer, or mileage rate – 5%; and man-days, or additional costs – 5%. The value of the four-year contract was estimated at 2,561,788.62 PLN net, or 3,151,000 PLN gross.
On April 23, a decision was made to reject the offer. The justification explained that the bidder had not accepted the Draft Contractual Provisions, attached as Annex 2 to the Terms of Reference, reserving the right to submit further comments at the contract negotiation stage. The contracting authority indicated that the procedure in question was not being conducted under a negotiated procedure, which means that after the deadline for submitting bids and their opening, negotiations or changes to the draft contractual provisions are not permitted, except for cases provided for by law.
Since only one offer was received – the rights to the Fonet platform are owned by WB Group – and that offer was rejected, the procedure was canceled.
Fonet
The Fonet digital vehicle communication platform is a set of devices and software forming a unified data-exchange base between vehicles on the battlefield. It was developed by WB Group and delivered to the Polish Armed Forces in more than 10,000 sets. It has been installed, among others, in Rosomak wheeled armored personnel carriers of all versions, including M120K Rak 120 mm self-propelled mortars and command vehicles; 155 mm AHS Krab and K9A1 Thunder self-propelled howitzers, and in the future also K9PL; older wz. 1977 Dana and 2S1T Goździk howitzers; T-72M1R and PT-91 Twardy tanks; and the latest M1A2FEP/SEPv3 Abrams and K2GF Black Panther tanks, with K2PL to follow (WB Group systems for new tanks).
WB Group has also developed a shipborne variant, Fonet-Navy.
One of its basic functions is to provide digital voice communication based on available means of communication. The Fonet Digital Communication Platform is compatible with any radio available on the market. In addition, the system integrates a vehicle’s electronic equipment and controls wired and radio networks. Vehicles equipped with Fonet can operate within automated command or fire-control systems. The modular concept of the system allows the appropriate configuration to be selected for each vehicle, while ensuring full compatibility of voice communication and data exchange.
The Fonet system has been further developed with a range of software solutions enabling tasks required by the modern battlefield. Thanks to full support for IP-based solutions and the integration of all available means of communication, the system enables equipped vehicles to be incorporated into a wide-area IT network for data exchange and VoIP voice communication. A vehicle fitted with Fonet becomes an effective element of contemporary and future command and battlefield management systems.
In 2018, the Fonet digital communication platform was used to build command vehicles based on the Rosomak 8×8 wheeled armored personnel carrier, intended for the command of the Multinational Division North East in Elbląg. The ICT system based on Fonet-family devices is an example of a modern solution and provides, among other functions, full control and voice and data exchange in both unclassified and encrypted modes through Harris radios such as the AN/PRC-150C and AN/PRC-117G. The architecture of the ICT system meets the requirements for processing information classified as NATO SECRET. Each Fonet system device was tested for resistance to cyber threats and underwent testing at the Military Counterintelligence Service laboratory. All devices received certification authorizing their use in systems classified as NATO SECRET.
The Fonet digital communication platform has for many years been produced under license from WB Electronics by global radio communications market leader Harris Co., now L3Harris Technologies, as part of the FALCON III family under the designation RF-7800I. It is used in thousands of vehicles and command systems worldwide.
Fonet is a solution that provides the communications backbone for various battlefield management systems, including the Topaz Integrated Combat Management System.
