On Wednesday, 28 January 2026, the 4th Regional Logistics Base in Wrocław (4. RLogB) published a notice announcing the launch of a tender procedure, conducted under a restricted competitive procedure, for the repair of the FONET Digital Communication Platform.

The contract (reference No. TECH/6/OiB/MD/2026) covers the repair of the FONET Digital Communication Platform system. The public procurement contract will be implemented in the years 2026–2029. A detailed description of the subject of the contract, the requirements, and the terms of performance will be specified in the Terms of Reference, which will be provided to contractors invited to submit bids.
The deadline for submitting applications to participate in the procedure is 5 March 2026 at 8:30 a.m. The bid evaluation criteria will be price (cost), weighted as follows:
- 1 man-hour of diagnostics (technical condition assessment) – 40%
- 1 man-hour of repair work – 50%
- 1 km of travel (mileage rate) – 5%
- Per-person per diem (additional costs) – 5%
The estimated value of the four-year contract is PLN 2,561,788.62 net (PLN 3,151,000 gross).
Fonet
The FONET Digital Communication Platform is a digital vehicle communication platform consisting of a set of devices and dedicated software that together form a unified data-exchange backbone between vehicles on the battlefield. It was developed by the WB Group and delivered to the Polish Armed Forces in a quantity exceeding 10,000 sets. It has been fielded, among others, on Rosomak wheeled armored personnel carriers (all variants, including the 120-mm M120K Rak self-propelled mortars and command vehicles), AHS Krab and K9A1 Thunder 155-mm self-propelled howitzers (and in the future also K9PL), older wz. 1977 Dana and 2S1T Goździk howitzers, T-72M1R and PT-91 Twardy main battle tanks, as well as the latest M1A2FEP/SEPv3 Abrams and K2GF Black Panther tanks (with K2PL planned for the future) (WB Group systems for new tanks).
WB Group has also developed a naval variant, FONET-Navy.
One of the system’s core functions is to provide digital voice communications using available communications assets. The FONET Digital Communication Platform is compatible with virtually any radio available on the market. In addition, the system integrates a vehicle’s electronic equipment and manages both wired and radio networks. Vehicles equipped with FONET can operate within automated command-and-control or fire-control systems. The system’s modular concept allows the selection of an optimal configuration for each vehicle while ensuring full compatibility of voice communications and data exchange.
An extension of the FONET system is a suite of software solutions designed to meet the demands of the modern battlefield. Thanks to full support for IP-based solutions and the integration of all available communications assets, the system enables vehicles to be connected into a wide-area IT network for data exchange and VoIP voice communications. A vehicle equipped with FONET thus becomes an effective element of current and future battlefield command and management systems.
In 2018, the FONET Digital Communication Platform was used in the construction of command vehicles based on the Rosomak 8×8 platform, intended for the headquarters of the Multinational Division North East in Elbląg. The ICT system based on devices from the FONET family is an example of a modern solution and provides, among other capabilities, full control as well as voice and data exchange in both clear and encrypted modes via Harris radios such as the AN/PRC-150C and AN/PRC-117G. The system architecture meets the requirements for processing information classified up to NATO SECRET. Each FONET device was tested for resilience to cyber threats and underwent trials at the Military Counterintelligence Service laboratory. All devices received certification authorizing operation in NATO SECRET-classified systems.
For many years, the FONET Digital Communication Platform has also been produced under license from WB Electronics by the global radio communications leader L3Harris Technologies (formerly Harris Corporation) as part of the FALCON III family, under the designation RF-7800I, and is deployed on thousands of vehicles and command systems worldwide.
FONET serves as a communications backbone for a wide range of battlefield management systems, including the Topaz Integrated Battlefield Management System.
