On Wednesday, 15 April 2026, an investment agreement was signed at the Research and Development Center for Maritime Technology (OBR CTM) in Gdynia, a company belonging to the Polish Armaments Group (PGZ), for the construction of the Systems and Armament Integration Center (Centrum Integracji Systemów i Uzbrojenia, CISU).

The agreement was signed by Polish Armaments Group President Adam Leszkiewicz, PGZ Vice President Jan Grabowski, and Marcin Wiśniewski, President of the Management Board of the Research and Development Center for Maritime Technology in Gdynia.
The construction of the Systems and Armament Integration Center (CISU) is linked to the participation of Gdynia-based OBR CTM in the implementation of the Narew short-range air defense missile system program. The investment will be completed by 2027, at a cost of 16.65 million PLN, of which 8.65 million PLN will come from the Capital Investment Fund and 8 million PLN from OBR CTM’s own funds. Thanks to the investment, the Gdynia company will gain a new industrial building with a modern, highly advanced, and flexible working environment.
“Less than a year ago, we began construction here on the Military Electronics Center, a specialized infrastructure project intended for the production, testing, and repair of military electronics used in modern air defense systems. Today, we are signing an agreement to launch a new investment that will complement OBR CTM’s production capabilities with the integration component, namely preparing armament and all its elements for use on the battlefield,” said Adam Leszkiewicz, President of the Management Board of PGZ.
“With today’s agreement, we are increasing the production potential of the Gdynia company to support the needs of the Polish Armed Forces and are consistently building the capabilities of the entire PGZ Group,” President Adam Leszkiewicz added.
The new facility will largely be arranged as a production hall, with dedicated spaces for testing and research processes. The investment will enable the expansion of production capacity by adapting the space for large-size products, which will allow for the execution of more complex projects and an increase in the scale of operations. The new facility will be ready in a year and a half.
“Today’s investment agreement signed at OBR CTM completes the PGZ-Narew Consortium. Here in Gdynia, we are developing the capabilities of the PGZ Group both in the area of air defense and in the maritime domain,” added Jan Grabowski, Vice President of the Management Board of PGZ.

It is worth noting that on 29 December 2025, three additional investment agreements under the Narew program were signed at the Ministry of State Assets.
Among them:
- OBR CTM S.A. – construction of the Systems and Armament Integration Center under the investment program Expansion of the OBR CTM S.A. Technology Park – total funding value: 8,650,000 PLN (the total project value is 16,650,000 PLN). Single tranche: 8,650,000 PLN.
The project will be carried out in 2025–2027. Its implementation at the company will make it possible to modernize the existing infrastructure through the construction of a new industrial facility and the creation of a modern, more technologically advanced, and flexible working environment. In addition, an optimal and flexible production hall will be created, focused on production and integration processes and allowing easy adaptation to production needs and the implementation of new, technologically complex projects.
The project also involves expanding production capabilities by adapting the space for large-scale products, which will make it possible to carry out more complex projects and increase the scale of operations.
As a consequence, this will also increase OBR CTM’s manufacturing potential to support the needs of the Ministry of National Defence arising from defense programs, and will support efforts related to implementing one of the key elements of economic activity in the sphere of national security, namely strengthening the competitiveness and innovativeness of the domestic defense industry.
The other two agreements had been launched earlier. On 30 March, at Wojskowe Zakłady Elektroniczne in Zielonka, an agreement was signed for the construction of a service and production center for MBDA CAMM-ER missiles and a production hall for components of the air and missile defense system, worth 129,444,527.00 PLN, consisting of 102,000,000.00 PLN from recapitalization through the Capital Investment Fund and 27,444,527.00 PLN from WZE’s own funds.
Meanwhile, on 1 April 2026, at Mesko’s facilities in Skarżysko-Kamienna, an agreement was concluded concerning the establishment of production capabilities for rocket motors and fragmentation warheads for CAMM-ER missiles. The total funding amounts to 304,440,000 PLN, while the total project value is 360,300,000 PLN. The first tranche of funding is 19,000,000 PLN.
