On Wednesday, April 29, 2026, the U.S. Army Contracting Command (ACC) at Redstone Arsenal, Alabama, acting on behalf of the U.S. Department of Defense, signed a framework agreement with a maximum value of 1,132,447,811 USD with Lockheed Martin to launch production of the 17th production lot of M1140 launchers for M142 HIMARS (High Mobility Artillery Rocket System) multiple-launch rocket systems, including for five export users.

The framework agreement is intended to meet the urgent operational needs of the U.S. Army and the U.S. Marine Corps (USMC), the main users of the M142 HIMARS, as well as Foreign Military Sales (FMS) customers: Australia, Canada, Estonia, Sweden, and Taiwan.
The place of performance and funding will be determined for each order, with completion expected by April 30, 2028.
The two previous framework agreements for production of the system were signed on May 9, 2025, for 742,179,564 USD, and on May 8, 2024, for 861,333,188 USD. The latter was amended on June 3 of the same year by 1,933,646,875 USD, increasing the total order value to 2,794,980,063 USD.
Analysis
On the same day the latest framework agreement was signed, Australia’s Department of Defence approved the purchase of additional M142 HIMARS launchers and PrSM Increment 2 anti-ship ballistic missiles under the second phase of the LAND 8113 Long Range Fires program, at a cost of 2.3 billion AUD. In line with an earlier request, the government in Canberra decided to increase the number of its launchers by 48, from 42 to 90.
Canada received approval to purchase 26 HIMARS launchers with an ammunition package on October 1, 2025, at an estimated maximum value of 1.75 billion USD. The purchase is being carried out under the Long-Range Precision Strike (Land) program, which is estimated at 5 billion CAD.
Estonia signed a contract for the purchase of three additional HIMARS launchers recently, on April 11 this year. They will join the six systems delivered earlier.
Sweden received approval to purchase 20 HIMARS launchers with an ammunition package on March 10 this year, at an estimated maximum value of 930 million USD.
Taiwan, the Republic of China, in turn received approval to purchase 82 HIMARS launchers with ammunition, which will join 28 launchers contracted earlier. On December 17, 2025, the package was valued at up to 4.05 billion USD.
