On August 22, 2025, a prosecutor from the Military Affairs Division of the Warsaw District Prosecutor’s Office filed an indictment with the Criminal Division of the Warsaw District Court against: Mariusz Błaszczak, former Minister of National Defence – currently a Member of the Sejm of the Republic of Poland, Agnieszka Glapiak, former Deputy Chair of the National Broadcasting Council – currently Chair of the National Broadcasting Council, Sławomir Cenckiewicz, former Director of the Military Historical Bureau – currently Head of the National Security Bureau, and Piotr Z., former Director of the Department of Defence Strategy and Planning at the Ministry of National Defence.

The investigation in this case was conducted by the Main Headquarters of the Military Police in Warsaw under the supervision of a prosecutor.
The prosecutor charged Mariusz Błaszczak with exceeding his authority as Minister of National Defence at the end of July 2023 in order to gain personal benefits for the Law and Justice party. This consisted of lifting the “TOP SECRET” and “SECRET” classifications from sections of strategic-level operational planning documents, including the Plan for the Use of the Armed Forces of the Republic of Poland WARTA-00101 Independent Defensive Operation, Main Section, and the 2015 Political-Strategic Defence Directive of the Republic of Poland. Fragments of these documents were presented in a campaign spot released in September 2023 on the official Law and Justice party profile on platform X during the parliamentary election campaign. According to the prosecutor, this harmed the public interest and caused severe damage to the Republic of Poland.
In this case, the personal benefit sought was the use of decontextualised excerpts from strategic operational planning documents to discredit political opponents publicly, thereby advancing his political formation, Law and Justice.
The cited strategic planning documents are subject to the highest classification levels because they contain information concerning Poland’s defence strategy and other key aspects of national security.
Błaszczak lifted the classification without first conducting a substantive review of whether the statutory conditions for protection had ceased or changed, as required by Article 5(1) and (2) of the Act of 5 August 2010 on the Protection of Classified Information.
Removing classification from strategic operational planning documents had far-reaching consequences that negatively impacted Poland’s internal and external security, political stability, public trust, and international standing. Regardless of later updates to tactical assumptions in subsequent editions of defence plans, the fundamental logic of Poland’s defence, stemming from the region’s geography, has not changed and should never have been disclosed. Such disclosure provides a potential adversary with insights into Poland’s defence concepts, and even small details from Poland’s strategic defence plans are invaluable to hostile intelligence services.
Błaszczak revealed fragments of the WARTA Plan and the 2015 Political-Strategic Defence Directive, interpreting them as indicating that the then-government did not intend to defend Poland from the beginning of an invasion, but only after eastern Poland was occupied – up to the Vistula River. He even claimed: “Tusk’s government, in the event of war, was ready to give up half of Poland.” This interpretation did not follow from an analysis of the complete documents.
The crime was facilitated by the other defendants, Piotr Z., Agnieszka Glapiak, and Sławomir Cenckiewicz, who made it possible. Piotr Z. and Cenckiewicz, in particular, exceeded their authority for the benefit of Błaszczak and themselves (in Cenckiewicz’s case, by using the declassified material in the Reset documentary, of which he was both author and primary beneficiary). Without their actions and initiative, the declassification and subsequent disclosure would not have occurred. Details of the charges against them were presented in announcements on March 21, April 24, and May 8, 2025.
The indictment consists of a 34-page open section and an 11-page classified section marked SECRET.
Two of the accused have commented publicly. Former Minister of National Defence Mariusz Błaszczak wrote on social media:
“This is not an indictment, but an act of revenge by Donald Tusk against me. It is the price I pay for revealing the plans of the first PO–PSL government to surrender nearly half of Poland without a fight. If faced with the same dilemma again, I would, without hesitation, declassify the documents that revealed Tusk’s true intentions. That is how I understand my mission as a politician – to serve the people. Especially the people of eastern Poland had the right to know what fate the PO–PSL government was preparing for them. The truth will prevail! Thank you for your support!”

Head of the National Security Bureau, Prof. Sławomir Cenckiewicz, wrote on his profile:
“I am very glad that the case has gone to court! I will be able to defend myself in court under conditions defined by law. The investigation conducted by Prosecutor Marcin Maksjan was marked by numerous irregularities, which formed the basis for two notifications of potential criminal activity. My rights were denied, and my motions were dismissed a priori. I know the entire case file, both open and classified, and to my astonishment, I found that I am the ‘great absentee’ in the investigation, which only makes me more convinced that this case is purely political and driven by revenge. The charges are false and entirely without substantive grounds. The prosecutor cannot justify them. This is the revenge of people who, for years, built friendship with Russia, entangling state institutions in relations with Russia, including the FSB. I was and remain innocent! I have never broken the law! Poland will defeat Russia’s sympathisers, lawbreakers, and liars!”
