On Wednesday, February 18, 2026, in Warsaw, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz took part in a ceremony marking the signing of a cooperation agreement between the Dowództwo Komponentu Wojsk Obrony Cyberprzestrzeni (Cyberspace Defence Component Command), represented by Maj. Gen. Karol Molenda; Dell Technologies Polska, represented by Dariusz Piotrowski, President of the Management Board and Managing Director; and the Fundacja SpeakLeash, represented by Sebastian Kondracki, President of the Foundation and co-creator of the Polish Bielik.AI model.
“I am very proud of our soldiers of the Cyberspace Defence Forces. It is not the first time I have said this during my tenure as Minister of National Defence, but I believe that every one of our fellow citizens, everyone in Poland, is very proud of the Polish Armed Forces, of the dedication of our soldiers, and of the duties carried out by the military. That pride is even greater when we fulfill our ambitions and aspirations, when we build our own independent capabilities – based on cooperation,” said Deputy Prime Minister Władysław Kosiniak-Kamysz.
“Today’s signing of the agreement with Dell Technologies, with SpeakLeash, with Bielik – with the Polish language model and the broader philosophy of sovereignty in artificial intelligence, programming, and data analysis – is a great source of pride for me and for the entire Polish state. Today, it is impossible to manage the military and the armed forces – not to mention the battlefield – but even an armed forces structure of more than 200,000 personnel, with its diverse operations, equipment, training processes, and support to society, without implementing artificial intelligence. The Bielik concept was very well suggested by General Molenda. If you look at the logo and emblem of the Cyberspace Defence Component Command, nothing better reflects the combination of courage, prudence, and effectiveness in action. That is what characterizes Bielik, that is what characterizes our cyber forces, and today’s cooperation. I would like to thank Dell for its factory in Łódź, for its 2,500 employees, for its investments, and now for this approach – a very patriotic one. We hear that you are building a major international company, but you are with us. You are our compatriots. From what I hear, you are not only proud of that, but you also want to co-create it. A beautiful attitude,” the head of the Ministry of National Defence emphasized during the event.
The objective of the agreement with Dell Technologies Polska is to enable the Ministry’s Artificial Intelligence Implementation Center (CISI) to utilize modern on-premises computing infrastructure, including Edge AI platforms, in the form of workshops, testing, and experimental activities supporting capability development and the validation of AI solutions in environments closely reflecting real operational conditions.
“International corporations that invest in Poland employ Poles. They build capacity. It is not the case that we are unable to deliver such capabilities ourselves. When there is a serious and responsible approach by leadership, as in this case, it is an example of strengthening the sovereignty of the Polish state, regardless of where the company originates, and here we are speaking about the Transatlantic Alliance. (…) I am very pleased about this. Artificial intelligence – the Artificial Intelligence Implementation Center in the Polish Armed Forces – is our newest achievement, operating for over a dozen months now, with great hopes and a significant role to play in the future,” the Deputy Prime Minister added.
In turn, the agreement between the Cyberspace Defence Force Component Command and the Fundacja SpeakLeash will enable the Artificial Intelligence Implementation Center (CISI) to acquire knowledge and competencies in the development of the Polish Bielik language model, as well as in building proprietary language models operating locally (on-premises/Edge AI) – tailored to operational requirements.
“At the Cyberspace Defence Component Command, we are responsible for the secure collection and generation of data, but also for building situational awareness and delivering it in a timely manner. This is extremely important. Given the current enormous volume of data, we must invest in reasoning modules. We are investing in systems that allow us to process vast amounts of data and gain an advantage. Our ambition and our goal is to process this data within our own infrastructure, but also at the edge of the network – that is, where the data originates – in such a way that it can be utilized even when connectivity is disrupted. Through this cooperation, we gain access not only to state-of-the-art computing infrastructure, but also to advanced artificial intelligence solutions,” said the Commander of the Cyberspace Defence Component.
