On Monday, January 12, 2026, a ceremonial signing of a Letter of Intent took place in Legionowo, formalizing cooperation between the Cyberspace Defence Forces Component Command (DK WOC) and the United States European Command (EUCOM).

The document establishes a framework for partnership that will enable joint strengthening of capabilities and coordination of activities in cyberspace, while also ensuring better preparedness to respond to increasingly complex digital threats. The Letter of Intent was signed by Brig. Gen. Mathew Wenthe, Deputy Director of Operations at U.S. European Command, and Maj. Gen. Karol Molenda, Commander of the Cyberspace Defence Forces Component Command. This event represents another step in strengthening cooperation and commitment to defending against ever more complex threats in cyberspace.
“The white-and-red flag, the American flag, and the NATO flag – these are today the symbols of our security. For our country, for our government, for our state, the alliance with the United States of America is a key alliance that shows security is a fundamental matter for both our nations. And as Ambassador Tom Rose recently said, this is an alliance based on shared interests. Today, Poland – by building its potential, building the strength of its armed forces, developing the East Shield, and enhancing our capabilities across individual domains—is a partner for the United States in the field of security and a steadfast ally. We also know that we can count on the United States at any moment, should a time of trial ever come. Today’s letter of intent on signing an agreement between the Cyberspace Defence Forces Component Command, led by General Molenda, and the U.S. command is the first of many that will allow the Polish Armed Forces to gain new capabilities,” said Deputy Minister Cezary Tomczyk after the signing of the letter of intent.
The agreement aims to define the principles of operational cooperation, support knowledge sharing, and enable coordinated actions in response to evolving digital threats. The document builds on a foundation of cooperation established since 2019 and is intended to strengthen both parties’ ability to respond effectively to digital challenges and to develop regional cybersecurity in cyberspace.
Maj. Gen. Karol Molenda, Commander of the Cyberspace Defence Forces Component Command, emphasized the significance of the event, stating: “Today’s signing of the Letter of Intent with U.S. European Command reflects our shared commitment to strengthening cyber defense. Since 2019, we have been building this partnership step by step – beginning with establishing the principles of cooperation and building trust, and then developing it toward joint initiatives and close collaboration between our experts. The Letter of Intent strengthens our ability to act jointly at the operational level, ensuring effective and coordinated responses to challenges in cyberspace, while at the same time reaffirming our shared commitment to developing regional cybersecurity as a collective effort.”
Brig. Gen. Mathew Wenthe emphasized the strategic significance of the signed Letter of Intent:
“The cyber threats we face today affect us all and require strong partnerships. The Cyberspace Defence Forces Component Command has consistently demonstrated forward-looking leadership in building its capabilities in cyberspace and in responding decisively to emerging challenges in the digital domain. U.S. European Command highly values its partnership with the Cyberspace Defence Forces Component Command, and today’s signing of the Letter of Intent formalizes our mutual commitment to the defense of our nations and NATO. We look forward to further strengthening our cyber capabilities together.”
The Cyberspace Defence Forces Component Command is a specialized component of the Armed Forces of the Republic of Poland responsible for security in the cyberspace domain. It possesses the capability to conduct the full spectrum of operations, from defensive and reconnaissance to offensive, and plays a key role in the national cybersecurity system by ensuring the protection of national technologies and the development of operational capabilities.
