On Monday, May 11, 2026, in Warsaw, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz and Minister of Infrastructure Dariusz Klimczak attended the ceremonial signing of a cooperation agreement between the Ministry of National Defence and PKP Cargo. The document concerns a partnership in the area of military rail transport, marking an important step toward strengthening the logistics of the Polish Armed Forces and civilian transport infrastructure.

“We are starting the week with a very important agreement with PKP Cargo. The aim is to ensure that military equipment, especially heavy equipment, can be transported quickly, so that military mobility ‒ the ability to move our own forces and allied forces ‒ is at the highest possible level, and so that we reach on time the places where the military is needed: where it must protect our territory, our values, and all Poles,” Deputy Prime Minister Władysław Kosiniak-Kamysz said after the signing of the agreement between the Ministry of National Defence and PKP Cargo.
“Today’s agreement makes it possible to prepare strategic infrastructure for the movement of our forces and allied forces. Military mobility is currently one of the key topics of discussion within NATO and the European Union. It defines our development directions, our mobility capabilities, and the efficiency with which various types of operations can be conducted. Poland is a leader. Together with the Federal Republic of Germany and the Kingdom of the Netherlands ‒ with other countries also joining ‒ we have signed a clause enabling the seamless flow and rapid movement of troops. This is one of the most important elements of rapid response. We are building a new security architecture around the Baltic Sea, and military mobility from Baltic ports is crucial there,” Deputy Prime Minister Władysław Kosiniak-Kamysz emphasized during the ceremony.
The agreement between the Ministry of National Defence and PKP Cargo is intended to support both the maintenance and development of dual-use rail transport. This means that in peacetime, the connections are used commercially, while in a crisis, a state of increased defense readiness, or war, they can be used for military purposes.
“Why PKP and PKP Cargo? They are our national asset. (…) Major railway investments are being implemented: restoring stops, building and modernizing stations, and constructing new railway lines. (…) PKP Cargo is a company we took over in a very difficult situation. Its loss, if I am not mistaken, reached three and a half billion zlotys. The latest financial results already show profits in the millions. Of course, this is a major restructuring undertaking ‒ not easy and demanding, especially in relations with trade unions,” the defense minister added.
The cooperation model adopted by the Ministry of National Defence and PKP Cargo will significantly increase the resilience of the state transport system as a whole, providing an efficient alternative to heavy road transport and expanding the military’s operational capabilities in terms of the rapid deployment of forces and assets.
