On Monday, April 27, 2026, the administrator of the restructuring estate of PKP Cargo in restructuring announced that the company had signed a letter of intent (LoI) with South Korean company Sung Shin Rolling Stock Technology Ltd. (SSRST) on the preparation, development, and implementation of a rolling stock project as part of defense logistics in Poland.

The agreement concerns the establishment of framework principles for cooperation between the parties on a project that provides for the development of modern rolling stock intended, among other things, for transporting heavy military equipment and supporting military mobility and the defense logistics system of the Republic of Poland.
PKP Cargo has resources, including real estate and personnel potential, enabling the project to be implemented, particularly in the area of assembly and production of railway wagons in Poland in cooperation with a foreign partner. A potential location for the project is the company’s site within the PKP Szczecin Port Centralny railway junction.
SSRST will contribute its experience and selected know-how in railway rolling stock production to the project.
The parties allow for the possibility of establishing a commercial-law company based in Poland, which would be responsible for implementing the project, and declared cooperation in obtaining financing for the project, including with the participation of financial institutions such as the Security and Defense Fund, export credit agencies, and Korea Eximbank, the Export–Import Bank of Korea.
The detailed rules concerning the establishment of a special-purpose company, as well as the principles for financing and implementing the project, will be set out in an investment agreement and financing agreements. The signed agreement is non-binding and will remain in force for 12 months. During this period, the parties will conduct negotiations with a view to concluding detailed cooperation agreements.

The agreement was commented on in social media by Paweł Samsonowicz, adviser to the Minister of National Defense:
“The first investment under the Kashubia Green Industrial District in West Pomerania, worth 500 million PLN, has just become a reality. This is not an ordinary project – it is a move that changes Poland’s position in Europe. A modern center is being created that will drive industry and logistics and create 500 jobs. And the best part? It is an investment that simultaneously strengthens the economy and our security.”

“Great news for Western Pomerania! Today in Szczecin, we took a huge step toward a modern future for our region. A cooperation agreement has just been signed between PKP Cargo and its Korean partner, Sung Shin Rolling Stock Technology. Why is this so important? It is a major investment worth around PLN 500 million. A modern production plant and service center will be established in our region. Most importantly, several hundred new, high-quality jobs will be created for our residents. Western Pomerania is becoming a key point on the map of modern industry and security.
