The order covers delivery of 15 sets of brand-new tracked excavators with an operating weight of 22-30 t, adapted for work in various weather and terrain conditions, with an option for 20 more.
The deadline for submitting requests to participate in the procedure expired on April 7, changed from March 30. The bid-selection criteria were price, accounting for 60%, and warranty, accounting for 40%.
Three bids were received:
- IH Systems of Toruń, for 21,946,275 PLN gross for the basic order, with a warranty period of 48 months or 4,000 operating hours, receiving 100 points;
- MW Rail of Wrocław, for 23,843,430.94 PLN gross for the basic order, with a warranty period of 48 months or 4,000 operating hours, receiving 95.23 points;
- KELVER of Żory, for 29,473,875 PLN gross for the basic order, with a warranty period of 48 months or 4,000 operating hours, receiving 84.68 points.
On April 28, the bid submitted by IH Systems was selected, even though it exceeded the basic-order budget of 20,000,000 PLN gross, and the contract was signed on May 11. Together with the optional order extension, the maximum value of the contract amounts to 41,632,500 PLN gross.
The contract must be completed within 150 days of its conclusion, and the excavators will be delivered to the Dęblin Depot. The contractor must train up to two operators per excavator and provide five instructors, as well as train 16 soldiers from repair companies and six from Regional Technical Workshops.
Depending on the type of equipment used, the excavator is intended for:
- carrying out excavations for fortification structures, firing trenches, communication trenches, and slit trenches, as well as loading excavated bulk materials obtained by open-cut methods;
- performing excavation and embankment works, extracting gravel, sand, and other mineral materials, and transshipping and loading bulk materials onto means of transport;
- loading and unloading construction materials, small equipment, and weapons, as well as assembly work during the repair of machinery and the construction of bridges, roads, and fortification structures in field conditions.
The machine should be capable of continuous operation under an average load for at least 10 hours and should offer high maneuverability, especially in difficult terrain conditions. It must be powered by an engine with a minimum output of 120 kW and painted khaki, specifically matte RAL 6006.
The machine’s dimensions should allow it to be transported by rail on “R” and “S” type flatcars without exceeding the railway loading gauge permitted for domestic traffic, as well as by low-loader trailer. The required maximum bucket capacity is 1.2-1.5 m³, with a lifting extension rated at 8-10 t, an optimal lifting capacity of at least 4 t, a maximum arm reach of at least 9 m, and a digging depth of at least 6 m.
The basic equipment must include a bucket with a capacity of at least 1.2 m³ and an output of 120-160 m³/h, a digging depth from 0° to -90° adjustable within 6-10 m, and a lifting capacity of at least 6,000 kg with the boom folded. Additional equipment includes a rotating ditch-cleaning bucket of at least 2 m, a trenching bucket of at least 0.6 m, a quick coupler, a hydraulic hammer, demolition jaws, a tiltrotator head with a grapple module, and an 8-10 t lifting extension mounted on the quick coupler.
It is worth adding that in November 2024, a contract worth 5,581,966 PLN was concluded with Interhandler for six tracked excavators, including three as a guaranteed order for 2,790,983 PLN and three under an option, also for 2,790,983 PLN.
