On Thursday, July 9, 2026, a conference devoted to the Security and Defence Fund (FBiO) was held at PIT-RADWAR’s facilities in Warsaw. The Fund is a new instrument designed to support investments important to national security and resilience. The event was attended by Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz; Secretary of State at the Ministry of National Defence Magdalena Sobkowiak-Czarnecka; Minister of Finance and Economy Andrzej Domański; Deputy Minister of State Assets Konrad Gołota; Mirosław Czekaj, President of the Management Board of Bank Gospodarstwa Krajowego, and Professor Marta Postuła, First Vice-President of the Management Board; as well as Adam Leszkiewicz, President of the Management Board of the Polish Armaments Group, and Vice-President Marek Karabuła.

Security is a priority for our government. Together with Minister Domański, we have taken steps to secure funding for the development of the strongest possible armed forces. We have established the Security and Defence Fund. Support from the Fund will be available, among others, to local authorities investing in infrastructure and cybersecurity. Both private and state-owned companies will also be eligible for funding. I would like to express my sincere thanks to Bank Gospodarstwa Krajowego, without which this project would not have been possible,” Deputy Prime Minister Władysław Kosiniak-Kamysz said during a conference outlining the newly launched Security and Defence Fund.

Local authorities and businesses can now apply for financing under the Security and Defence Fund for investments that strengthen national security and resilience. The instrument is financed through Poland’s National Recovery and Resilience Plan and has a total value of approximately 23 billion PLN.

The Fund is intended to support investments in civil protection, dual-use infrastructure, cybersecurity, the continuity of critical services, and the development of Polish companies, including those in the defense sector.

As the Minister of National Defence emphasized, the Security and Defence Fund is a tool for implementing the plan to make Poland secure and the safest country in Europe.

A highly important element of the Security and Defence Fund is the development of both state-owned and private companies. We are expanding the Polish Armaments Group while also creating conditions for private businesses to grow. Technology transfer, production, and the promotion of the entire Polish defense industry are what matter,” the Minister of National Defence said. „The Security and Defence Fund is a tool that will enable us to implement our plan to build a secure Poland—the safest country in Europe.

We were the first and only EU member state to persuade the European Union to allocate part of the National Recovery Plan funding to a Security and Defence Fund. We convinced the EU that security spending also includes investment in infrastructure used by residents every day, but which can also be used by the military when necessary. SAFE provides dedicated funding for specific procurements, while the Security and Defence Fund will channel resources to local authorities, among others. This is another step toward strengthening national resilience,” Deputy Minister Magdalena Sobkowiak-Czarnecka said during the conference.

On April 17, the Ministry of Development Funds and Regional Policy and Bank Gospodarstwa Krajowego signed an agreement establishing Chrobry, a company to be managed by BGK. It will receive more than 22.5 billion PLN from the Security and Defence Fund, financed through Poland’s National Recovery and Resilience Plan. Chrobry will finance defense-related investments undertaken by local authorities and Polish companies.

What will Chrobry invest the Security and Defence Fund money in?

As the Ministry of Development Funds and Regional Policy explained in April, the funds will be used to strengthen national resilience and security. Investment will focus on four areas:

  • Development of protective structures and civil protection infrastructure – more than 9.65 billion PLN for the construction of shelters and places of refuge, the protection of local critical infrastructure, including water intakes and wastewater treatment plants, and telecommunications infrastructure used for crisis management.
  • Cybersecurity investment – approximately 2.46 billion PLN to improve the security and reliability of digital infrastructure that stores data and supports the management of essential systems, including secure communications, water and sewage systems, public transportation, and energy and fuel networks.
  • Construction and modernization of dual-use infrastructure – approximately 6.26 billion PLN for the construction and modernization of roads, bridges, and tunnels managed by local authorities, as well as railway infrastructure, to bring them up to the standards required for military mobility.
  • Modernization of businesses – approximately 4 billion PLN to increase production capacity in Poland’s defense sector and create new jobs in the regions. Support will cover, among other things, the construction and modernization of production infrastructure; the purchase of software and IT services; machinery and equipment useful in crisis situations; and machinery and equipment required for business operations, particularly industrial research and development work.

The act establishing the Security and Defence Fund entered into force in January this year. It provides the legal basis for the agreement signed between the Ministry of Development Funds and Regional Policy and Bank Gospodarstwa Krajowego. Under the act, a special-purpose vehicle managed by the bank will carry out the Fund’s tasks (Over 22 Billion PLN for Poland’s Security and Defense: Government Adopts Priorities of the Security and Defense Fund).

The Security and Defence Fund will be implemented through loans and equity instruments. Most of the funding –70 percent, or approximately 15.7 billion PLN – will be made available in the form of loans administered and serviced directly by BGK. Many of these will be long-term loans offered at very low interest rates. The remaining 30 percent, or approximately 6.7 billion PLN, will be used for equity investments carried out directly by Chrobry.

According to the schedule, applications for BGK loans are expected to open in the second half of the year. The loans will be available until December 2030, with repayment periods of up to 20 years.

Benefits for local authorities

The new instrument will be available on an equal basis to local government units, municipal companies, and businesses operating in the defense, technology, industrial, transportation, and energy sectors.

Half of the Security and Defence Fund’s resources will go to local authorities, which will be able to use the money to build and modernize shelters, improve cybersecurity, and develop road infrastructure. Funding will cover protective facilities located both in existing buildings and in newly constructed properties under the responsibility of local government units.

Loans for local authorities will be interest-free and repayable over many years. Partial loan forgiveness will also be possible. Businesses will be able to access the most favorable financing terms permitted under state-aid regulations.
