The decision was taken during the Committee’s first meeting following the entry into force of the Act of December 4, 2025, concerning the implementation of defense investments under the National Recovery and Resilience Plan (NRRP). The meeting was attended, among others, by the Minister of Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, and Deputy Prime Ministers Władysław Kosiniak-Kamysz and Krzysztof Gawkowski.
Four Main Investment Priorities of the Fund
Funds from the Security and Defense Fund will be allocated to four strategic areas:
- Civil protection and crisis infrastructure – approx. 9.65 billion PLN. Financing will include, among other things, the construction and modernization of shelters, places of refuge, water intakes, local wells, and telecommunications infrastructure supporting crisis management.
- Dual-use infrastructure – approx. 6.26 billion PLN. Funds will be allocated to the construction and modernization of roads, bridges, tunnels, and railway infrastructure that can serve both civilian and military transport needs.
- Cybersecurity – approx. 2.46 billion PLN. Support will cover the protection of digital infrastructure related, among others, to energy, water supply, sewage systems, and public communications.
- Development of a modern defense industry – approx. 4.05 billion PLN. Financing will include the development of production capacities, the purchase of machinery and software, as well as the conduct of industrial research and R&D activities in the defense sector.
Local Governments and Companies as Key Beneficiaries
The Fund will benefit both local government units as well as innovative technology companies and defense industry manufacturers.
Local governments will be offered preferential, interest-free loans, with the possibility of partial write-offs. The funds may be allocated, among other things, to shelters, critical infrastructure, crisis communication systems, and transport investments improving strategic mobility.
Companies from the defense sector will gain access to financing on highly preferential terms, in line with state aid rules. The Fund will be administered by National Development Bank (BGK). Support instruments will include both loans and equity investments implemented through a BGK special-purpose vehicle. According to industry and government information, the first calls for project proposals are planned for the second half of 2026, and the funds are expected to continue to be used even after the formal settlement of the NRRP.
Summary
Poland has emerged as a leader in the innovative use of the NRRP. As emphasized by Minister Katarzyna Pełczyńska-Nałęcz in her post on platform X, Poland is the first European Union country to allocate a significant portion of NRRP funds to security and defense purposes. In practical terms, nearly every tenth złoty from the NRRP will be directed to the Security and Defense Fund, strengthening the country’s resilience to military, cyber, and crisis-related threats.
