On Monday, October 27, 2025, the Internal Security Agency (ABW) announced that the District Prosecutor’s Office in Lublin, Military Affairs Division, is supervising an investigation into the collection and storage of information by identified individuals between May 6, 2023, and August 4, 2025, the disclosure of which could harm the Republic of Poland, with the intent to transfer it to a foreign intelligence service – an offense under Article 130 § 3 of the Polish Penal Code.
The suspects were gathering information on soldiers of the Polish Armed Forces and critical infrastructure located within the territory of Poland, including transport infrastructure used for logistical and military support to Ukraine. The investigation was initiated based on materials obtained by the Military Counterintelligence Service (SKW).
On October 14, 2025, in Katowice, officers of the Internal Security Agency (ABW) detained two Ukrainian citizens, aged 32 and 34. Numerous communication devices were secured from the detainees.
During the subsequent proceedings, data were uncovered confirming earlier suspicions of the Polish security services, providing direct evidence of activities carried out on behalf of a foreign intelligence service. These included, among others, reconnaissance of Poland’s military potential, installation of covert monitoring devices targeting critical infrastructure, receiving payments for these tasks, as well as other criminal activities conducted on Polish territory.
On October 15, 2025, both detainees were brought before the prosecutor’s office, where they were formally charged. After the charges were presented, the prosecutor filed a motion with the District Court in Lublin to impose a three-month pre-trial detention as a preventive measure. The court, after reviewing the motion and the evidence gathered by SKW and ABW, approved the prosecutor’s request.
The investigation is the result of cooperation between the Military Counterintelligence Service (SKW) and the Internal Security Agency (ABW). The preparatory proceedings have been entrusted to the ABW Regional Office in Lublin.
