On Thursday, April 30, 2026, the Armament Agency launched a tender procedure, conducted as a restricted procedure, for the purchase of a batch of cannon-fire simulator firecrackers of two types: ZL-80 or equivalent, and ZT-1 (ZT-100) friction-igniter firecrackers or equivalent.
The 2A28SP-94 saluting guns, styled after the prewar wz. 14/19 howitzer, were developed by the Military Institute of Armament Technology (WITU) in Zielonka and are used during state ceremonies to fire honor salutes. They are a variant of the 73 mm 2A28 Grom gun used on the BWP-1 infantry fighting vehicle. The deadline for submitting requests to participate in the procedure will expire on June 16, 2026, at 09:00. The order has been divided into two parts and covers the supply of:
- 37,000 ZL-80 cannon-fire simulator firecrackers, or equivalent;
- 120,800 ZT-1 (ZT-100) cannon-fire simulator firecrackers with friction igniters, or equivalent.
This is the third procedure in this matter, after the tender conducted since August 20, 2025, was canceled on March 31 this year. The firecrackers in question were included in the second and third parts of the procedure. The justification states that, by the deadline for submitting requests – which had been extended from October 6 last year to March 23 this year – one bid had been submitted, but it was rejected pursuant to Article 236(1) of the Public Procurement Law. The same happened to the first part of the tender, covering 3,000 73 mm A-2A28S blank rounds, or equivalent, intended for 2A28SP-84 saluting guns: one bid was also submitted and rejected. The procedure was therefore closed.
The first procedure for the supply of 70,000 ZL-80 firecrackers, or equivalent, and 60,000 ZT-1 (ZT-100) firecrackers, or equivalent, was canceled on April 8, 2025, due to a lack of bids. It had been conducted since October 14, 2024.
