The agreement was signed by Maciej Samsonowicz, adviser to the Minister of National Defense, originator of the project, and chairman of the Working Group for the “Kaszubia” Green Industrial District, and by the Rector of AGH University of Krakow, Prof. Jerzy Lis, PhD Eng. The meeting was also attended by AGH vice-rectors: Prof. Rafał Wiśniowski, Vice-Rector for Cooperation, and Prof. Rafał Dańko, Vice-Rector for Student Affairs, as well as Łukasz Guliński, Director of the AGH Center for IT Support.
The event forms part of the Ministry of National Defense’s efforts to develop the competencies of future personnel for the security sector, carried out in cooperation with Poland’s leading academic centers.
The “Kaszubia” Green Industrial District project is one of the key undertakings aimed at building Poland’s strategic resilience. The initiative fits into the broader concept of Baltic Sea regional security, based on the Baltic Declaration initiated by the Ministry of National Defense.

The project is also part of a new security concept for the Baltic Sea basin, presented in Słupsk in November 2025 by Deputy Prime Minister and Minister of National Defense Władysław Kosiniak-Kamysz. The concept envisages the creation of a Baltic economic-military macroregion, integrating the industrial, logistics, scientific, and defense potential of the countries in the region, with a clear indication that the economic component is located in Poland.
One of the key objectives of the “Kaszubia” project is to ensure qualified personnel for planned strategic investments. Cooperation with higher education institutions therefore plays an important role in implementing the project’s assumptions and developing modern competencies for the defense and industrial sectors.
The Ministry of National Defense continues its efforts to strengthen national security by integrating industrial, scientific, and business potential.
