On Friday, February 13, 2026, the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, acting on behalf of the United States Department of Defense, signed two framework agreements with 26 entities for the provision of supply and logistics services between U.S. territories in support of the armed forces and crisis management operations under the WEXMAC TITUS (Worldwide Expeditionary Multiple Award Contract – Territorial Integrity of the United States) program.

The first framework agreement, WEXMAC TITUS 2.1, increases the program’s value to 45 billion USD, and up to 65 billion USD including options. It will remain in effect through December 2029, or through December 2034 if options are exercised. A total of 111 proposals were received, and contracts were awarded to two entities (starting in January of this year):

The second framework agreement, WEXMAC TITUS 2.2, is valued at up to 55 billion USD and will also run through December 2029, or December 2034 with options exercised. A total of 34 proposals were received, and contracts were awarded to 24 entities (starting in February of this year):

The WEXMAC TITUS program is an ongoing initiative (the previous two framework agreements, with a combined value of 20 billion USD, were signed with 59 entities on September 4, 2025). It consists of IDIQ (indefinite-delivery/indefinite-quantity) contracts for the provision of supplies and services supporting all six phases of the military operations continuum for the benefit of the United States Armed Forces Unified Combatant Commands, coalition partners, and other U.S. federal agencies. The program supports theater establishment and sustainment through the following requirements:
- expeditionary logistics (transportation, warehousing, distribution);
- provision of materials and services;
- support for military operations (all phases, from theater opening to stabilization);
- humanitarian assistance and disaster relief;
- support for exercises, military contingents, and military support to civil authorities;
- additional ground and maritime transportation support services, lodging, transport, and related activities.
