On Monday, January 26, 2026, a press conference was held in Bucharest attended by Head of the Prime Minister’s Chancellery Mihai Jurca, Deputy Prime Minister and Minister of Defence Radu Miruță, and State Secretaries at the Ministry of Internal Affairs Bogdan Despescu and Raed Arafat. They presented the full list of procurements for both ministries to be financed from the 16.6 billion EUR that the European Commission has agreed to provide under the SAFE (Security Action for Europe) loan program.

It should be recalled that Romania received a positive opinion from the European Commission on its application on January 15 this year, together with seven other countries, while yesterday a further eight states received the green light, including Poland with its record-breaking application.
Romania applied for a total of 16.6 billion EUR, of which 9.53 billion EUR is earmarked for the Ministry of Defence, 2.8 billion EUR for the Ministry of Internal Affairs, and 4.2 billion EUR for the construction of the A7 and A8 motorways leading to Moldova.
The Ministry of Defence programs include 10 national initiatives and 11 international ones:
- 139 additional Piranha 5 wheeled infantry fighting vehicles – 761.2 million EUR;
- 1,370 trucks (logistics vehicles) – 471.505 million EUR;
- 2 integrated air and missile defense command posts – 160 million EUR;
- 2 vessels to support diving operations – 57 million EUR;
- 1 offshore patrol vessel (OPV) – 2.7 billion EUR;
- at least 12 H225M Caracal helicopters – 1.285 billion EUR;
- 7 Coastal Defense System (CDS) units based on Naval Strike Missile (NSM) anti-ship missiles – 207 million EUR;
- 240,000 individual weapons with ammunition – 439.86 million EUR;
- 198 tracked infantry fighting vehicles under the MLI program – 2,983,566,000 EUR;
- 1 integrated real-time training simulation system – 94.5 million EUR;
- 70 software platform packages for C4ISR command and reconnaissance systems – 19 million EUR;
- 231 Mistral air defense systems with 934 missiles – 625.56 million EUR;
- 7 very short-range air defense systems Oerlikon Skynex – 476 million EUR;
- 2 very short-range air defense systems (VSHORAD/C-RAM) Oerlikon Skyranger 35 mm – 330 million EUR;
- 12 medium-range radar systems – 258 million EUR;
- 3 medium-range surface-to-air missile systems (SBAMD(L)-MR / SBAMD(L)-M-MR) – 450 million EUR;
- 70 strike system sets with loitering munitions – 147 million EUR;
- 2 naval very short-range air defense systems (C-UAS/C-RAM) Millennium – 36 million EUR;
- 56 sets of Class 1 (mini-UAS) surveillance and reconnaissance unmanned systems, of which 22 have already been ordered – 45.77 million EUR;
- 87,000 rounds of 35 mm ammunition for Oerlikon and Skyranger systems – 23.15 million EUR;
- 400,000 programmable AHEAD rounds for Oerlikon and Skyranger systems – 393.275 million EUR.
Programs of the Ministry of Internal Affairs include:
- 2 mobile crisis management complexes for mass-casualty incidents;
- 110 special vehicles for the transport of personnel and casualties (ATPVM);
- 5 ambulances for the transport of patients with a high risk of infection;
- 1 MEDEVAC intervention train with a capacity of 200–300 patients, including critically ill patients;
- 2 multi-role aircraft for transport and MEDEVAC missions;
- 1 flight simulator each for H135 and S-70M helicopters;
- 2 search-and-rescue (SAR) boats;
- 15 collective protection (ColPro) tent systems;
- 15 HAZMAT containers;
- 900 sets of Class A personal protective equipment (PPE);
- 12,000 sets of complete Class C personal protective equipment;
- 8,000 sets of individual electronic dosimeters;
- 15 population decontamination containers;
- 15 infrastructure and equipment decontamination containers;
- 42 ammunition scanning and explosive material identification devices;
- 42 unexploded ordnance (UXO) detectors;
- 42 bomb disposal (EOD) suits;
- 8 CBRN intervention robots;
- 2 drone systems for firefighting;
- 45 drone sets for identifying potential victims during disasters;
- 100 power generators rated at 250 kVA;
- 50 power generators rated at 450 kVA;
- 50 power generators rated at 700 kVA;
- 7 medium-heavy multi-role helicopters with a maximum takeoff weight of 4.5–9 metric tons;
- 5 light-medium helicopters with a maximum takeoff weight of 3.2–7 metric tons;
- 85 intervention vehicles;
- 42 complete mobile camp sets with water purification systems;
- 20 communications vehicles;
- 1 national integrated public warning and alert system;
- 5,000 VHF radios;
- 14,000 TETRA radios;
- 15 mobile workshops;
- 4 fuel tankers;
- 150 4×4 SUV-class operational vehicles;
- 42 vehicles configured to transport 16+1 soldiers.
