In the face of dynamic changes in the security environment, the growing number of hybrid threats, and the increasing importance of cross-sector cooperation, the Congress serves as a platform for sharing experience and developing concrete solutions to strengthen the resilience of the state. As Brig. Gen. Artur Kuptel, PhD, Head of the Armament Agency, emphasizes, the Rzeszów region now plays a key role in the security system not only of Poland, but of the entire region.
Main objectives and themes of the event
The key thematic areas of the Polish Security Congress focus on the most important challenges facing the modern state security system, combining a strategic perspective with a practical approach to implementing solutions.
One of the main issues will be building the state’s long-term resilience, including Poland’s security through 2039, strengthening public institutions, and effective risk management. In parallel, the development of defense capabilities will be discussed, including the modernization of the Armed Forces of the Republic of Poland and the conduct of multidomain operations across various operating environments.

Cybersecurity and the protection of critical infrastructure will form an important part of the program — from countering cyberattacks to implementing modern standards such as NIS2 and DORA. Another important element will be the development of new technologies in the defense industry and business, including the use of artificial intelligence and dual-use technologies. The program will also cover the security of Poland’s infrastructure and borders.
The event will be complemented by two thematic tracks: Defence Horizon, devoted to the development of the defense industry and the integration of civil-military systems, and Smart City Forum, focused on urban security and the use of technologies such as 5G, IoT, and digital twins in crisis management and building urban resilience. As Konrad Gołota, Undersecretary of State at the Ministry of State Assets, emphasizes, the Congress focuses primarily on developing concrete actions and implementing practical solutions to strengthen national security.
A platform for cooperation and exchange of experience
The Polish Security Congress has a clearly practical character — its aim is not only to diagnose challenges, but above all to develop concrete recommendations and courses of action. The event will also feature a Grand Gala with the finals of the Diamond Shields and Smart City Awards competitions, during which the most important initiatives and projects in the field of security and innovation will be recognized.
