On Sunday, July 5, 2026, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz said on social media that all donations to Ukraine made between 2022 and 2026 would be declassified.

After consultation with Prime Minister Donald Tusk, while maintaining responsibility toward the public and in accordance with the law, I ordered the declassification of all donations to Ukraine made between 2022 and 2026. The process of donating equipment was initiated by the PiS government, led by Minister Mariusz Błaszczak. The president is informed about every donation – currently Karol Nawrocki, previously Andrzej Duda.

I have also instructed the Military Counterintelligence Service to investigate who intentionally sought to disclose state secrets. We are operating in conditions of war on our border, and every action against Poland’s national interest jeopardizes the security of Polish women and men – Mr. Błaszczak, you have already done this once. We will hold everyone accountable for this, regardless of immunity.

In all my actions, I am always guided by the security interests of Polish women and men.

Earlier, Krzysztof Bosak, Deputy Marshal of the 10th-term Sejm, launched a public debate with a post claiming that in March, Donald Tusk’s government had allegedly transferred PAC-3 MSE interceptor missiles for MIM-104 Patriot air and missile defense systems to Ukraine from Polish Armed Forces stocks.

It appears that in March, secretly from the Sejm, the government handed over to Ukraine expensive and difficult-to-procure interceptor missiles for Patriot systems.

They had been purchased by Poland from the United States to build the multilayered air defense system you have been hearing about in the media for years, and which has still not been completed.

These are the only missiles Poland had or has that are capable of intercepting Russian Iskander missiles threatening Poland and deployed in the Kaliningrad region.

After the statement by the head of the Ministry of National Defence, the Deputy Marshal wrote:

Finally! Parliament should have been informed about this on an ongoing basis, even in classified mode (by which I mean in the form of classified documents available for review in the classified registry, not through a closed session of the Sejm) but it never was. And that is a major scandal. Both governments tried to hide what they were doing. The next step should be the disclosure of the resources of civilian uniformed services and civilian institutions dealing with security and the energy and fuel sector that were transported across the eastern border.

The information provided by the Deputy Marshal of the Sejm was also addressed by former Minister of National Defence Mariusz Błaszczak, Head of the Chancellery of the President of the Republic of Poland Zbigniew Bogucki, Head of the International Policy Bureau Marcin Przydacz, and Spokesman for the President of the Republic of Poland Rafał Leśkiewicz.

If reports about the transfer of PAC-3 MSE missiles to Ukraine are confirmed, we will be dealing with a huge scandal.

PAC-3 MSEs are interceptor missiles for the Patriot system, designed to counter ballistic missiles, cruise missiles, and aerial targets. They are the most valuable element of Polish air defense, whose real development began under the Law and Justice government.

If the government really decided to transfer them abroad at a time when it itself is warning about possible Russian provocations and threats to Poland’s security, this sounds like an action completely contrary to the authorities’ basic duty, which is to ensure the security of their own citizens.

The government must immediately answer several questions:

  • Did Poland transfer PAC-3 MSE missiles to Ukraine?
  • How many missiles were transferred?
  • Was Poland’s place in the production queue for further deliveries also given up?
  • How will this affect the defense capabilities of the Polish Armed Forces?”

According to my information, it is also the case that [the government] even gave up its place in the queue at American factories. In this sense, the Americans produce these missiles, and it is known that there is a large, long queue; one has to wait a very long time for such systems to be produced. We were higher in the queue, the Ukrainians were behind us, and the government gave up its place to Ukraine, meaning that Poles will wait longer, Marcin Przydacz said on Polsat News.

Moreover, according to my information, it is also the case that [the government] even gave up its place in the queue to Ukraine at American factories,Zbigniew Bogucki added on Polsat News.

The government is responsible for transferring donations to Ukraine. The president has no influence over this. If the information about the transfer of missiles for Patriot systems is true, the government should explain it. There is a crisis in the coalition, a series of scandals and pathologies that everyone is discussing – this shows that they cannot cope with governing, so now they are trying to shift attention toward Polish-Ukrainian relations,Rafał Leśkiewicz said.

In turn, Deputy Minister of National Defence Cezary Tomczyk emphasized that every donation is coordinated with NATO allies and the United States, that President Karol Nawrocki is informed about every one of them, and that it is not true that Poland is giving any country priority in the production of equipment ordered in the United States. He added that current aid for Ukraine is neither wholesale nor random. It is targeted, well considered, and subordinated to Poland’s security interests.

It should be recalled that on October 9, 2025, the Council for Cooperation with Ukraine at the Chancellery of the Prime Minister prepared the report Poland’s Assistance to Ukraine 2022–2023, according to which Poland allocated a total of 106 billion PLN to support its eastern neighbor and its citizens. The summary included humanitarian, political, local-government, and, of course, military assistance – and the latter is to be presented in detail. It is worth adding that on February 23, 2025, the Chancellery of the President of the Republic of Poland presented a separate report.

According to the government report, during the period in question Poland spent 25 billion EUR, or 106 billion PLN, equivalent to 3.82% of GDP. Tens of thousands of Ukrainian soldiers were trained in Poland, and in 2022–2023 Ukraine received 44 military support packages with a total value of more than 4 billion EUR, or 4.5 billion USD (Minister of Foreign Affairs: Poland has provided military aid to Ukraine worth 4.5 billion USD).
