On Friday, March 27, 2026, in Warsaw, the Polish Armaments Group (PGZ) and the Estonian company Frankenburg Technologies OÜ signed a framework agreement on long-term cooperation in the development and production of advanced defense solutions.

The agreement covers joint activities in selected technological projects, as well as the development of new industrial capabilities. The agreement signed on Friday marks the transition to the operational implementation of the arrangements set out in the November 13, 2025 agreement concerning the integration and joint offering of advanced counter-unmanned aerial systems (C-UAS) and air defense systems (Cooperation between the Polish Armaments Group and Estonia’s Frankenburg Technologies OÜ).
“Lessons learned from the war in Ukraine clearly indicate that attacks using dangerous but inexpensive-to-produce drones are carried out on a mass scale. Countering them with advanced, and therefore more expensive, air defense systems is operationally effective but also economically unjustified. The response to such threats must be both effective and cost-efficient. Cooperation with Frankenburg Technologies will enable us to jointly produce and offer the Polish Armed Forces and other customers the most cost-effective effectors to counter this specific type of drone threat,” said Adam Leszkiewicz, President of the Management Board of the Polish Armaments Group.

The cooperation will focus, among other areas, on very short-range air defense systems, including the development and production of the Mark I missile system designed to counter unmanned aerial vehicles. As part of the partnership, plans include establishing production capabilities for the system in Poland, including the creation of a manufacturing facility with a planned capacity of up to 10,000 missiles per year. The agreement also provides a foundation for the development of future systems, including Mark II, which is intended to extend the engagement range to 5–8 kilometers, strengthening layered air defense capabilities.
“Cooperation with Frankenburg Technologies opens up further opportunities. We are signing an agreement with a European entity, and therefore the possibility of financing the project from SAFE funds cannot be ruled out. We are also considering the possibility of integrating Frankenburg Technologies OÜ’s solutions into the SAN program, as it has been an open-architecture system from the outset,” said Marcin Idzik, Vice President of the Management Board of the Polish Armaments Group.

The signed agreement enables both parties to jointly prepare projects, coordinate production activities, and plan industrial investments related to the manufacturing of future systems. As work progresses, the development of industrial capabilities in Poland is envisaged in order to strengthen the country’s defense potential.
“Modern air defense is defined by scale – the number of interceptors that can be produced, deployed, and sustained. This agreement brings the MARK I system into production in Poland together with PGZ and creates a clear path for its deployment for Poland’s defense,” said Kusti Salm, CEO of Frankenburg Technologies.
The Polish Armaments Group and Frankenburg Technologies emphasize that the agreement provides a foundation for broad, long-term, and development-oriented cooperation.
