On Tuesday, March 24, 2026, a group of MPs from the Polish People’s Party – Third Way (PSL-TD) submitted to the Sejm a parliamentary bill on the Polish Defense Investment Fund, which, according to its authors, is intended to correct flaws in the presidential draft in order to implement the concept of “Polish SAFE 0%.”

“This is not a choice, but a complement. There can be no alternative to security,” emphasized the President of the Polish People’s Party (PSL), Deputy Prime Minister and Minister of National Defense, Władysław Kosiniak-Kamysz.
As highlighted, the Polish Defense Investment Fund project is based on a simple principle: combining, not replacing. On the one hand, European funds under SAFE. On the other, domestic financial potential, including resources that, as public debate suggests, may be held by the National Bank of Poland. This approach is intended to accelerate investment and genuinely strengthen the state’s defense capabilities (Presidential bill on the Polish Defense Investment Fund).
The new financing mechanism is expected to translate into concrete actions:
- procurement and modernization of military equipment,
- development of strategic infrastructure, including roads and military logistics,
- strengthening state cybersecurity and protection of critical systems.
The PSL proposal broadens the understanding of security. It is not only about the military, but the entire state system.
“We devote a great deal of attention to services such as the police and the border guard. We are talking about cybersecurity, intelligence services, as well as military and departmental healthcare. Military mobility is also key,” said the Deputy Prime Minister and Minister of National Defense.
The proposal also addresses constitutional compliance and decision-making transparency.
“We are changing the composition of the fund’s steering committee. A representative of the Prime Minister is included, ensuring that the government has real authority over the funds, in line with the Constitution,” noted Władysław Kosiniak-Kamysz.
One of the key elements of the proposal is the verification of available financial resources.
“If those funds are not there, it will come to light – and it will be an embarrassment for the President of the National Bank of Poland and the Presidential Palace,” the PSL leader emphasized.
The PSL proposal streamlines existing concepts and creates a single, coherent mechanism of operation.
“Our proposal is in line with the Constitution, removes barriers, and focuses on cooperation,” said the Deputy Prime Minister.
It is a proposal that combines different sources of financing, strengthens the state, and enables a faster response to security challenges.
“We hope that the President will not veto his own bill, and that Poland’s future and security will prevail over politics,” stressed the PSL President.
