On Thursday, February 12, 2026, during a meeting of NATO defense ministers at NATO Headquarters in Brussels, representatives of six countries – Poland, France, Germany, Italy, Sweden, and the United Kingdom – signed a Letter of Intent (LoI) to develop the European Long-Range Strike Approach (ELSA).

The initiative was launched on July 11, 2024, the final day of the NATO Summit in Washington, by the defense ministers of Poland, Germany, France, and Italy (with Sweden and the United Kingdom joining later). Its objective is to strengthen European military capabilities and enhance NATO’s deterrence and defense posture, accelerate the development of long-range strike capabilities, and foster cooperation between the European defense industry and armed forces.
ELSA will support and enhance European nations’ ability to meet capability development targets in line with the NATO Defence Planning Process (NDPP) and national operational requirements.
In recent months, work has progressed across several capability areas covering all aspects of long-range precision strike, which are essential to reinforcing deterrence and defense.
Among the numerous projects pursued under the ELSA initiative, several have reached a high level of maturity and coherence, enabling the inclusion of additional European partners. These mature workstreams include:
- an airborne early warning system,
- air-based missile capabilities,
- a European multiple launch rocket system,
- low-cost capabilities with ranges exceeding 500 km, using one-way attack effectors.
The defense ministers of France, Catherine Vautrin; Germany, Boris Pistorius; Italy, Guido Crosetto; Poland, Władysław Kosiniak-Kamysz; Sweden, Pål Jonson; and the United Kingdom, John Healey, signed the Letter of Intent today. The purpose of the document is to formalize the commitment of the six nations to develop mechanisms concerning long-range one-way effectors, in order to harmonize and accelerate the development and acquisition of these capabilities across Europe. This step forms part of broader efforts to strengthen Europe’s defense and confirms the success of the initiative.
The six countries reaffirm their intention to take significant action to enhance long-range strike capabilities, as well as their determination to accelerate their procurement and development in order to reinforce Europe’s deterrence and defense posture in the near term.
Additionally, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz signed a Letter of Intent with Slovakia and Norway on cooperation in the development of fires capabilities, knowledge exchange, doctrine development, and interoperability within NATO.
