On Wednesday, April 8, 2026, President of the National Atomic Energy Agency (PAA) Andrzej Głowacki and Chief of the General Staff of the Polish Armed Forces Gen. Wiesław Kukuła signed a cooperation agreement aimed at developing and strengthening the country’s nuclear safety and radiological protection. The document marks an important step in building a coherent response system for radiological and nuclear threats.

The signed agreement establishes a framework for cooperation between the National Atomic Energy Agency, the central government authority responsible for nuclear safety and radiological protection, and the General Staff of the Polish Armed Forces, which is responsible on behalf of the Minister of National Defence for organizing and supervising the Contamination Detection System of the Armed Forces of the Republic of Poland.
“Security is the aspect that clearly unites our institutions. Both nuclear safety and military security are crucial from the citizens’ point of view,” emphasized Andrzej Głowacki, President of the National Atomic Energy Agency. “The National Atomic Energy Agency is Poland’s nuclear regulatory authority. Our work focuses on ensuring the highest safety standards for nuclear facilities and devices that use ionizing radiation. We are pleased to be gaining such a valuable partner in this area as the General Staff of the Polish Armed Forces. As an institution with more than 40 years of experience, we are open to cooperation and the exchange of knowledge with such an important partner,” President Głowacki added.

The agreement provides for close cooperation primarily in the areas of the country’s radiation monitoring and preparedness for, and response to, radiological incidents. A key form of this cooperation will be the exchange of information and experience, including measurement data from national and international radiation monitoring systems, as well as knowledge regarding the organization and methods of conducting radioactive contamination reconnaissance.
“The contemporary security environment requires close cooperation between civilian and military institutions. Combining the capabilities of the National Atomic Energy Agency and the Armed Forces of the Republic of Poland strengthens the state’s capacity for early threat detection and effective response to crisis situations within Poland, particularly in areas covered by the Eastern Shield program,” noted Gen. Wiesław Kukuła, Chief of the General Staff of the Polish Armed Forces.
The parties to the agreement also declare cooperation in analyses and assessments of the radiological situation, taking into account both military and non-military threats, as well as the implementation of joint training and advanced instruction for specialist personnel.

The signing of the agreement between the Chief of the General Staff of the Polish Armed Forces and the President of the National Atomic Energy Agency forms part of the National Deterrence and Defense Program, East Shield. It provides for closer cooperation and coordination of specialized activities in the field of ensuring nuclear safety and radiological protection for both the public and the Armed Forces of the Republic of Poland in areas covered by the program. As part of Eastern Shield, plans call for the creation of a complementary system for the detection and monitoring of radioactive contamination, ensuring the capability for immediate warning and alerting in the event of threats, while also supplying analytical systems with the data necessary to develop adequate countermeasures. Experience gained through many years of cooperation within the framework of the National Contamination Detection and Alerting System confirms that uniform procedures in emergency situations are crucial to the state’s ability to carry out immediate, effective, and coordinated actions by the relevant services, including the involvement of the Armed Forces of the Republic of Poland in support of public safety.
The agreement was signed at the headquarters of the General Staff of the Polish Armed Forces in Warsaw and constitutes an important element in strengthening the national system of nuclear safety and radiological protection.
