The SRI program is the result of several years of preparations, including the training of Indonesian specialists in Cherbourg and certification processes. The PT PAL–Naval Group consortium combines the experience of both partners:
- PT PAL — responsible for hull construction, equipment integration, testing, final assembly, and delivery of the submarines to the Indonesian Navy;
- Naval Group — provides the submarine design, engineering support, transfer of industrial capabilities, and ongoing technical assistance.
The cooperation is intended not only to deliver the submarines, but also to develop Indonesia’s full industrial autonomy in the operation and maintenance of its submarine fleet.

Scorpène submarines are regarded as among the world’s most advanced conventional submarines, combining low acoustic signatures with high effectiveness and the ability to operate in both deep and shallow waters.
The Indonesian variant will incorporate several key enhancements:
- Li-ion propulsion — a full lithium-ion battery configuration will provide greater energy capacity, shorter charging times, and improved safety;
- SUBTICS combat system — the latest generation of the combat management system, tailored to modern submarine missions;
- increased operational autonomy — technology transfer will enable the Indonesian industry to independently handle fleet operation, maintenance, and management.
In May 2026, the Scorpène Evolved program entered the pre-production phase, while the August ceremony in Surabaya confirms that the project is progressing according to schedule. Construction of the first submarine represents a milestone for Indonesia’s shipbuilding industry, which is undertaking such an advanced submarine project for the first time.
The SRI program is intended to strengthen Indonesia’s maritime sovereignty and enhance its defense capabilities in the Indo-Pacific region. Domestic submarine production also represents a step toward reducing dependence on foreign suppliers and developing a stronger national defense industry.
