The meeting, held on Tuesday, July 1, 2025, in the form of a video teleconference (VTC), was attended by: Lithuanian Deputy Minister of Defence Tomas Godliauskas, Latvian Ministry of Defence Undersecretary of State and Director for Defence Policy Rolands Heninš, and Estonian Ministry of Defence representative Kaimo Kuusk.

Representatives of the defense ministries of Poland, Lithuania, Latvia, and Estonia focused on discussing the development of military capabilities necessary for border protection, emphasizing the need for continuous cooperation between countries in implementing projects under the EU’s SAFE (Security Action for Europe) program. This involves, among other things, identifying needs and finding common areas that can be further supported through EU funding. All Baltic states are focused on building a multilayered defense system designed to prevent hybrid attacks on EU countries, strengthen military capabilities, and deter potential aggressors.
In 2025, Prime Minister Donald Tusk and the leaders of the Baltic states sent a joint letter to European Council President António Costa and European Commission President Ursula von der Leyen, calling for the recognition of the Baltic Defense Line and East Shield as projects of common European interest.
Poland and the Baltic states continue to strengthen their cooperation in response to threats from the Russian Federation and Belarus.
