On Thursday, April 16, 2026, the Ministry of Digital Affairs published the 2025 Report of the Government Plenipotentiary for Cybersecurity, presenting the state of security in Polish cyberspace and the state’s activities in this area. According to the report, there were more than 682,000 reports, nearly 273,000 handled incidents, and a year-on-year increase of 144.4%.

The year 2025 confirmed that cyberspace has become one of the key areas of state security, while the scale and pace of threats continue to grow systematically. The report shows the scale of these threats and how the state is responding to them by strengthening Poland’s resilience in cyberspace,” emphasized Krzysztof Gawkowski, Deputy Prime Minister and Minister of Digital Affairs, as well as Government Plenipotentiary for Cybersecurity.

The year 2025 brought an unprecedented increase in threats. National-level CSIRT teams received a total of 682,245 reports, while the number of handled incidents reached 272,941 – 144.4% more than a year earlier.

Most incidents were handled by CSIRT NASK: 260,783, an increase of 152%. CSIRT MON handled 7,125 incidents, an increase of nearly 69%, while CSIRT GOV handled 5,033, an increase of 26.1%. In response to the growing threats, the Ministry of Digital Affairs implemented protection and investment programs. In December 2025, the cyber.gov.pl portal was launched as a central platform serving as a “single window” for citizens, companies, and public institutions, integrating incident-reporting services and tools such as the S46 system and the moje.cert.pl service.

In 2025, support programs financed from European and national funds were also implemented:

  • “Cybersecure Water Utilities” – more than 590 million PLN was allocated to strengthening the resilience of industrial control systems (OT/ICS) in water and sewage companies;
  • “Cybersecure Government” – grants worth 258 million PLN were paid to 48 government-administration entities and voivodeship offices for the modernization of IT networks;
  • “Cybersecure Local Government” – 1.3 billion PLN was allocated to support all 2,807 local-government units in Poland in modernizing their IT infrastructure and training personnel.

In response to threats observed in recent years, work on a new Cybersecurity Strategy of the Republic of Poland and an amendment to the Act on the National Cybersecurity System (UKSC), implementing the NIS2 Directive, was completed in early 2026.

Due to the nature of some of the information, a classified annex to the Report was also prepared and is not subject to public disclosure.

The report was prepared by the Government Plenipotentiary for Cybersecurity and the Ministry of Digital Affairs, which plays a central role in the National Cybersecurity System (KSC). The document was based on the ministry’s own data as well as information provided by institutions forming part of the KSC.
